in Education, Question #10 - Non University Cert/diploma. Can I include Vendor Certification records like from CompTIA, ORACLE, MS, Cisco?

You can and should submit the certs to support your application but you will not be awarded points for them.
Non University Cert/diploma - in my opinion means, attending and successfully completing and achieving a Technical School/College certificate, College of Technology Diploma/HND, a minimum of 2 years- 3 Years Vocational training leading to, sitting and passing exams conducted by a body such as the Chambers of Trade, Commerce and Industry of a country (Skilled Worker) etc.

However, such vendor certifications are a plus point for securing entry point jobs in North America/America, especially the CompTiA exams (though not recognized much in Europe compared to Cisco, MS, Oracle).
It does strengthen your application though, supports -" able to establish yourself".

You may not fill this in forms as they do not give you any additional points. But it is good to send them to CHC to support your employment readiness in Canada
