Firstly as you and any one know, it is just my opinion and I may be wrong. Having said that:

Your situation is bit different than what I was telling. In your case you are producing the documents from gynecologist from Canada so it may work. However again the question would be, we have community helpers available in Canada in that case (yes I agree that would no way be equal to a Mother), however this possibility as well available here. So the documents will not make a strong reason for your mother's travel (my assumption). My wife was pregnant few months back, as we have no one to come from there (due to many personal stuffs) my wife went to India and delivered. When we said our decision to our family doctor/nurse she said the same thing, she can make us to get in touch with such community helpers why you want to go. Now I am trying for TRV for my son and I am hearing the same refusal stories for PR parents whose children born outside Canada. At that point my friend told that don't put medical/health reason for my wife's travel to India.

Hence it may be a good idea to stress on other aspects like finance and more personal reasons and then as an addition you could add this also. As I mentioned I heard it from one of my friend saying that there are cases where the medical reason is not accepted as a valid one as Canada has superior medical treatment available (not my word).

I know the stress and pain you are going through, but try your best, my friend, you will get it. Only thing you need to re-apply, good luck to you!

Update: based on what I read from other thread, If you add letter from doctor, will CIC interpret that your mother is coming to work on visitor visa (illegal) - to look after your wife during pregnancy, paid/unpaid. Could that be the reason last time they refused without even mentioning any reason? just thinking. May be it is a good idea to completely remove that letter from the application. If anyone thinks otherwise please let OP know.
