When did MIFI change this older procedure? In January 2026, it was still there—I remember reading it. The older MIFI form A-0520-DF (2018-10), which was still being circulated in those years, stated:
Family members who did not have protected-person/refugee status would receive their CSQ when IRCC confirmed that they had been included in the permanent-residence application.
Have no idea. You have almost certainly not received CSQ yet purely due to backlogs.
That’s what I’m trying to clarify. I understand that the backlog may be causing delays, but my question is whether MIFI actually changed the procedure after the older A-0520-DF (2018-10) form. Don’t believe there has been any change. If you look through Quebec immigration threads you will find that what you are experiencing is very normal. It takes quite a while for dependents to get CSQ. If you look at the approximate processing times for your case it is around 7 years and everything takes time so there is no urgency to process files as quickly as possible because they will just end up waiting in another backlog. As I have mentioned before I would strongly consider working towards other PR pathways. For example if you put your effort into learning French and you are willing to settle outside of Quebec you may be able to get PR within 2-3 years versus ~7 years. Not sure if you are studying or working in your home country but your choice or study, training and/or work history may also present opportunities to secure PR on your own. You would at least have some control over your life if you were working towards trying to secure PR on your own. At the moment you also have to put things like marriage or becoming common law on hold if you want to ensure you can obtain PR through your parents.

Before, I was really confused about what was happening, but your advice has helped me see things more clearly and consider what the best option for my future might be. I truly appreciate it!
Would add that your parents should not renew their home country passport or visit their home country until they are Canadian citizens or they risk losing their status in Canada. They can still visit you or other friends/family in a 3rd country with a refugee travel document. They would need to apply for one. Whether they can visit a country and whether they need a visa would depend on the specific country entry requirements. Would suggest looking at immigration programs and what types of applicants have had a higher chance of receiving PR. For example if you know French that has been the easiest pathway to obtain PR for years. Many types of healthcare workers, teachers, etc are also jobs that are in demand so have been more likely to receive PR than some other professions. Qualifying for PR these days often requires research, planning and some luck.

Your application has had quite a few updates recently, especially with biometrics and medical completed in July 2026. Since you’re an overseas dependent in Quebec, processing can take longer and updates may not come immediately after medicals. Hopefully, the next step will be eligibility/background completion and then a final decision.
