Hello,

I applied for PR under EE CEC and got an email from WES as following:

  • IRCC has informed WES that they are unable to verify your ECA report. To process your immigration application, IRCC must be able to validate your ECA through WES's online verification system. As a result, IRCC has requested that the ECA report be made available for verification by ordering a copy to be sent to their office before they can continue processing your application.
I had my existing ECA report (for Canada licensing) duplicated an order for IRCC for my PR application. By the time I applied for my PR, I received the ECA report for immigration purposes with the reference number ending with #IMM. I had this reference number provided in my PR application.

Now with receiving this email from WES, I have reached out to their customer service and realised that my existing evaluation was completed for licensing purposes, while an Educational Credential Assessment (ECA) for IRCC has specific immigration requirements. The existing evaluation cannot be converted to an ECA by ordering a Duplicate Report, which they had provided me. Therefore, my ECA report for IRCC was wiped out on their system.

I have to start a new application for Immigration purposes. This will give me a new WES reference number.

My question is:

Can I update my WES reference number via IRCC webform? Or since the ECA is a primary item on PR application, it cannot be changed or it will jeopardise my application?

Yes and do it ASAP as your application might be rejected.

I did not receive an official Request for Additional Documents from IRCC. The WES email was in end of July. I have been chasing the customer service from WES, but only got feedback yesterday and further confirmed I need a new ECA application from customer phone call today. I have applied a ECA for immigration rightaway this morning, but it may take 4 weeks to evaluate.
 
There's no timeline for that and there might not be any ADRs, it should have been rejected as incomplete or refused after education points exclusion and your CRS score recalculation.

Try to raise a web form also explaining all of that. It might help

I think you should update IRCC through the webform once you have the new WES ECA reference number. Since the issue came from WES and you already submitted the correct information based on the report you had at the time, I would explain the situation clearly and attach the new ECA report if available.

You should not submit a second Express Entry application over this without first checking with IRCC. The important point is to make sure the new ECA is linked to the existing PR application and that there is a clear record explaining why the reference number changed.
