Hi, I am filling in the form for OINP.

I am not sure what to answer to the following question since I have done an application in Quebec, but on a specific program for IT without a proper initial nomination. I don't think Quebec has a Provincial Nomination Program.
In addition I have also contacted them on the phone to withdraw.

Have you or has your spouse or common-law partner, or any of your dependent children (if applicable), ever submitted or been included in an application under a Provincial Nominee Program to Ontario or another province or territory?

Would answer yes and include an explanation. That is the safest thing to do.
 
I just went on the government website: https://www.canada.ca/en/immigratio...l-nominees/non-express-entry/eligibility.html

They explicitly say: "Nunavut and Quebec don’t have provincial nominee programs."

To be honest I have no document that I can attach to the application proving the current status in case I answer yes.

What do you think?

Think the purpose of the question is to determine if you are applying to another province specific program which you are. Better to be overly cautious and say yes and specify what program.
 
Yes, Quebec and Nunavut do not have standard PNP programs, but Quebec’s economic immigration programs (like IT pilots or PEQ) are considered provincial immigration applications.

You don’t have to attach any particular PNP document. In your uploaded explanation letter or text box, just write a short note that says the name of the Quebec program you applied to, that you formally withdrew the application and that you don’t have a confirmation document because it was cancelled by phone/online request. A full disclosure with a short note will avoid misrepresentation and will not delay your OINP file.
