Late to the party but this is our timeline below:

Applicants: 2 adults opted to apply as joint/linked application with Mom as primary applicant.
Mom:

App Submitted: 04 Feb
Police clearance submitted: 09 APR (we submitted without PC cause it was taking so long, updated via web form as soon as we got it)
AOR: 22 APR

Finger Print: 23 APR (Mom only)

Note:
- We added explanation letter including evidence of several failed attempts in getting a Police Clearance on time, and promise to update as soon as we get one. Since my parents never went back to home country and was only out for 2 weeks since moving here we were confident this will work (At this time we had been trying for about 2 months). Thankfully we got the PC eventually.
- Even though I added myself as a representative, I was only sent the AOR, Finger print request was sent directly to my mom's email address. I also had a hard time accessing their application with the representative information, I ended up just monitoring their individual email address to track it.
