I received settlement of vistor visa canada in judicial review now when my file is reopen i received settlement in October month
 
Can we apy for judicial review? My niece got 3 times refusal. First she applied for study visa and after that 2 times visitor visa refusal

Sure can....best to get yourself a Canadian immigration lawyer. No guarantee anything will change with a review. What did the GCMS notes say about the refusals and how did you address the concerns that were mentioned in the subsequent applications? How did you explain going from a student visa to a TRV ( cause that's a bit suspicious)?

My child has birthday .I invited my niece to attend this celebration. I showed my job letter, my pay stubs and bank statement around $50000 in Canada and 1500000 from her grandparents. My parents and her grandparents also stated in the affidavit that they will be responsible for her tour. And will take care her.
But still she got refusal. Her age is 17 year old .

Your job, income and bank statements have nothing to do with your niece. Same for your parents. Are your parents in Canada? She is not considered immediate nor extending family under IRCC guidelines.

Funds: It is her parents who show the funds and their jobs to show they can afford for her to visit. They want to show minimum $10k cash for 2-3 week visa but then additional funds that they can support themselves.
Ties: What did she show that she will return? Student registration/tuition paid.
Stay: How long was visit? Where does she live? Do parents have visas?

So she has three refusals without showing funds from parents, probably stay is too long, and no ties to return.

Her parents are divorced and father custody. Her father stated in application that he lives and works in German.but did not shows any pay stubs or job letter or any bank statement from German. He has only 500000 rupees in india only that statement he showed.
Her father does not have any visa. But I stated that in the application she will live in my home and I attached my home papers also in the application. She said only for one month she wanted to join the celebration.

Your job, funds, home are not considered. She is not your immediate nor extended family member. To IRCC, her father needs to be showing that she has the funds to support her visit. He shows his bank statements and job letter to show support. Does she live with her father in Germany. If so she shows her permanent residency or citizenship to show she can return to Germany to study. If not then shows no ties to be with her father and IRCC is concerned she will overstay or not leave Canada.

If you said in your invitation letter that you will fully support and fund her visit then red flag for IRCC because her parents are to fund her visit. Also if you used the term, "she will live in my home" gives the idea that she is not visiting but staying.

So she reapplies with parents funds, ties to return and live with her father, school registration. Visit is for two weeks. Your invitation letter says that she will stay with you but father is paying airfare and she will have spending money.
