I think the person will need to provide document such as PR card, PRTD, ETA, visa and etc. before boarded. Also, Canuck only mentioned "air". I suppose someone also cross international borders through marine vessels.
OK I get this part. I came back 3 times from Mexico this year and only last time they insisted for a pr card even though I told them I wasn't pr yet. In this case, how the company can refuse only the RTD if they don't have access to Canada immigration system to know if the person is also a pr or not. And arriving in Canada they can't deny her entry with RTD only, anyways.
 
I ask it the PR card is stuck in Canada Post, how can she get it , not about PRTD

Second of all this is your assumption that they are using Canada post cause recently they stop using Canada post as they still have rotating strikes. The date they gave you about sending PR card is not the date they sent it to courier. They have internal rotations. They collect them somewhere else and then they send it to courier collectively. You will not be able to get tracking number till they actually create package with a courier company which takes time depends on their internal collection dates.

I know many people in my area who have received their PR cards within three to four days of being mailed, and a maximum of six days.

I spoke to IRCC agent today and he told me that if you don't receive your PR card within more three weeks, inform us.
 
I became a Permanent Resident of Canada on 20 November 2025 under the spousal sponsorship category. My PR application has been fully approved, and I received my eCOPR on 20th November 2025. It has now been over 1.5 month, and I am still waiting for my PR card. I also need to travel to India on 20 January 2026.

Are you a refugee? Hard to say when you will receive your PR card. If you don’t apply for PRTD to return or if the card is delivered while you are in India have your spouse courier it to you.
