As per IRCC, “your application is still undergoing completeness check and is yet to be assigned to an officer”. So no, until you get an AOR, your application is pending.

Can we travel between P1 and eCOPR, or do we have to wait until we receive the eCOPR? I am specifically asking about traveling to the USA. I will be crossing the border by private car.

I currently got P1, but I don't know when the P2 and eCOPR will arrive. Is travelling outside of Canada while waiting for P2 and eCOPR prohibited?

you have to call or email the IRCC and ask for traveling. they stated this clearly in P1 email.otherwise, this may delay your process significantly
