Anyone in same boat? I am seeing folks are getting ppr for april submission but for me it doesnot seem to move.

I applied for my parent's supervisa (currently living in India)on April 5, 2025 as per following timeline:-
Date of Application - April5, 2025
Biometric :- April 12, 2025
Medical - No request received
Refusal Letter received on September 24, 2025 stating following reasons
"I am refusing your application because you have submitted limited evidence of your establishment in Canada. Your inviter in Canada also did not provide a Notice of Assessment/T4 document nor the size of the family in Canada."

Generic refusal letter stated that
"I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/section-179.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:
• The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.
• Your assets and financial situation are insufficient to support the stated purpose of travel for yourself (and any accompanying family member(s), if applicable).

Circumstances and key info for application

Father - Age-79 Yrs - Retired from Indian Airforce 40 yrs ago and then worked in a Bank and retired in 2007. Had his by-pass surgery in 2017, all well since then.
Mother - Age 76 Yrs - Retired from state govt job in 2008 - Pensioner
I am a PR since Feb 2023, did some consulting work, had business income and NOA has a $0.
Then I started my job in Canada in Jan 2025 I had no T4 therefore I submitted a support letter from my employer (Provincial Crown Corporation) and Salary slip for 3 months and my bank statement. My own income was enough for the LICO threshold. We will be 6 people including my parents.
I also submitted an assets report duly certified by the Chartered Accountant which included a house in my mother's name, bank account and fixed deposits retained by may parents which in totality were of the tune of $100,000.

I seeking for help to understand what went wrong with the application?
Can I appeal?
If I re-apply what I can do differently as the circumstances will be the same again.
Is applying a normal visitor visa will be easy and better option before I try for Supervisa again?

No matter what the requirement says on website. If you don’t submit the NOA from last year they reject the visa application right away. I spoke to an immigration lawyer and an agent who was a member of IRCC board . Its better not to take a risk and apply with LICO with NOA . They don’t have time to read and additional documents which are not in the provided list. Try again. Good luck!

I have seen people receiving PPR after they have passed medical in 2-3 weeks. For me it has been over 2 months. No updates at all. Eligibility is also completed but the application is still in progress.

As mentioned never seen a supervisa approved without an NOA. LICO is also based on income earned not salary so you may have not met LICO when you applied on top of that. The other big issue is people who are self-employed assume they can use their business income when it comes to LICO. Many pay themselves the minimum amount possible and deduct anything remotely possible. Years later they realize they will not meet LICO for supervisa or PGP (chances of getting PGP are very low these days) because they were focusing on lowering their taxable income. Luckily you started work in January so you should be able to apply next year. I would wait until you have NOA not T4 even though it says it should be accepted NOA is what typically is needed. Assume you mean your mother owns a home in her home country not in Canada.
