So she needs to do a job search based on her qualifications. She has no post secondary and poor English skills so no sure she will get a LMIA for a high skilled job. Maybe she should focus on her education first.
She needs an employer willing to go through the LMIA process to prove no Canadian has the work experience, language skills and education to do the job. Then she applies for a closed work permit. There is no fast way.
If she gets a LMIA she is coming as a temporary worker so needs to show ties to return and funds too. Her work experience should match the LMIA with at least a year of work experience.
