Portal message or decision made ?

I was curious to know what comes first: Decision made on the IRCC account or the portal 1 email

If somebody knows the answer plz let me know

Usually, application status on IRCC will move to Final Decision on the same day as the Portal 1 email is received.
Once the eCOPR is issued the application status will move to Approved.

Does anybody know how long does it take between the first welcoming to the permanent resident confirmation portal process email where IRCC asks if I’m in Canada , my height, UCI, personal email, color of eyes etc and the next email where they have to send credentials to created account on IRCC portal?
