Toronto Star: immigration counsel say they're seeing more applications refused. Data shows almost all permanent/temporary resident categories to Canada have seen higher refusals. Some datas:

Family class 12.6%;
H&C 40%;
Study permits 65%;
PGWP 24.6%;
WP extension 11%;
Visitor visa 50%.

This was predictable. It was insane how little vetting was done for a few years. Canada is also trying to reduce the number of temporary residents and quotas for PRs have been reduced. You also have many applying for programs that they don’t qualify for or don’t have strong grounds for out of desperation or trying to extend their stay at a minimum.
 
And people got used to being approved with the little or no vetting going on by the IRCC

And now that people are being refused they forgot that no one is entitled to a visa in the first place

People thought the word “ temporary “ some how meant “ permanent “
