Yes , i did send them proof of emergency.
I kind of email them on address that i had five years back of delhi immigration offc. I did not received their response but they did send me dispatch msg. So thats fair to say…..

Based on the other timeline posts, (30th June processing was 18th July dispatch message) your 7th July date should be done tomorrow hopefully !!
My passport reached IRCC on 9th July and today on the IRCC portal, the eligibility was updated & approved. Expectation is dispatch message should come 4 days or so from today.
Update...
Received at Ircc on 15th.
Dispatched yesterday (23rd July) and received the stamped passport today (24th July).
Status updated to Approved with the counterfoil details in ircc account.

My passport got dispatched to IRCC from VFS today (28th July) and should reach by tomorrow, i.e. 29th July.
In my application, Eligibility shows as “Completed” and Background Check is still “In Progress” (not sure if that's normal for a tourist visa).
My situation:
I have a flight to the US on 21st August. Will I get my passport back in time?
Timeline so far:

- Passport request (PPR): 21st July
- Passport sent via Blue Dart: 23rd July
- Passport received by VFS: 28th July
- Dispatched to IRCC from VFS: 28th July
Yes, but it was not the webform.... Submitted the Webform less than 24 hours before I got the dispatch message.. I don't think webforms are processed/responded that fast... You can try emailing the Delhi high commission, they will take action depending upon the nature and urgency of your cause/reason. That is way effective compared to webform when it comes to stamping. I was planning to do so in a day or two. But, got the good news before that

Not sure if timeline could be different for Tourist visa for some reason, but my father’s passport had reached IRCC on 10-July & it is dispatched back on 28-July. So you can calculate accordingly.
