They requested this from me twice as well. I remember paying $1,380 at the beginning, and they refunded $450, saying it was because I had applied for a PR card—which I didn’t. I thought I had only missed the $85 biometric fee, which I later paid. Then I received a second request letter outlining the remaining amount I owed. I paid that too, and I received my P1 two days later.

With the latest set of updates to Tracker, magically many things have happened and they appear on our profile. Surprisingly we called IRCC on June 30th after few ghost updates and after Medical update around that we now know about, didnt know then, IRCC rep still mentioned the old expiry date and asked us to wait if we need to do Medical again.

July 8th Application
Eligibility complete - Dec 2nd
Medical - Completed in Sep 2024 with Expiry Sep 25 - Updated from Sep 2025 to June 2026 on June 24th
Background - Completed June 24th
Everything in the Tracker is complete since then, All green, no Final Decision or COPR or no emails no document request or anything, just as if someone completed everything and moved on.

I always thought the Tracker was complete up until the updated date, but thats simply not what has happened, hopefully they are fixing the glitches.
Final Decision Made Yesterday. No P1 yet.
