I got married in August 2024. My spouse has never been to Canada and will be arriving for the first time next month. For tax purposes, is he considered a non-resident? Also, if his income was low, am I eligible to claim the spousal amount?

Yes, if your spouse has never been to Canada, they’re a non-resident until they arrive. You can still claim the spousal amount if you supported them and their income was low. Keep records to show CRA if they ask.
