So you are PR or citizen and married or in a common law relationship with her. If not, no.
 
but she can not stay for long period of time and btw her visa will expire in 15 months so no options and i dont want apply to asylum
But she can come to visit and you can get married or try for common law. What does asylum have to do with it. You said you are PR. You two are not eligible for conjugal.
 
YES I AM PR, but where is the official article that proof we are not eligible for conjugal?
Conjugal is if you are same sex for example and cannot be together due to marriage laws in home country. Or if she cannot come to Canada as a visitor. She has a visitor visa so there are no immigration barriers for her to come to Canada.

What does applying for asylum have to do with applying as a conjugal relationship , which btw you don’t qualify for ?

Back to the thread topic: more typically confused approach from IRCC.

I have no problem with them not allowing the points for this - although it's not clear that there's any particular advantage for IRCC in doing so (granted, arguable) - particularly if policy goal is to reduce number of temporary residents.

But either way: just publish what the rules actually are and then ... do that. If it's not forbidden, and clearly and explicitly communicated, then it's their own fault - and it's clearly not misrepresentation, either.

Doing it this half-arsed way of not making it clear and then refusing - it's just going to lead to a bunch of appeals internally and potentially a court case (that they might well lose).
