Hello everyone,

I've received a Provincial Nominee Program (PNP) nomination under the health authority stream and am preparing to apply for Permanent Residence (PR) through the non-Express Entry route.

Personal Details:

  • I currently reside in Canada; my wife lives in India.
  • We do not have any children.

Medical Examinations:

  • I underwent a medical exam in May 2022.
  • My wife had her medical in March 2023.
    • She previously came to Canada on a Spouse Open Work Permit (SOWP) but did not work and returned to India.
    • She has visited Canada three times as a visitor since then.

Questions:

  1. Medical Exams: Given the dates of our previous medical exams, will we both need to undergo new medical examinations for the PR application?
  2. Birth Certificate: My wife does not possess a birth certificate. What alternative documents can we provide to meet the PR application requirements?

Any insights or guidance on these matters would be greatly appreciated. Thank you in advance!

Medical exams are typically valid for 12 months for immigration purposes. However there is temporary policy that if you ever done medical exam before for any visas, they will still consider that exam even it's expired.

Birth Certificate
IRCC prefers a birth certificate to confirm date and place of birth, but if your wife doesn’t have one, here’s what you can provide:
Alternative documents:
School records (school leaving certificate / transfer certificate showing date of birth).
  • Baptismal certificate (if applicable).
  • Affidavit of birth (notarized, stating her date and place of birth, and explaining why a birth certificate is unavailable).
  • Government-issued documents (passport, Aadhaar card, etc., showing date of birth).

Recommended: Provide as much alternative documentation as possible (preferably government-issued records). Also, include a Letter of Explanation detailing why the birth certificate is unavailable and what documents you’re providing instead.

background check in progress. applied in July. There is definitely something not right with Winnipeg office judging from the amount of people's background stuck in that office.
The Winnipeg office handles a significant volume of applications from across Canada, especially from provinces that do not have a local visa office. If the office has a high volume of files and not enough staff resources, delays are common. Background checks (especially the security check) rely on multiple agencies, like the RCMP, CSIS, and CBSA, to share information. If any of these partners have a backlog, Winnipeg’s processing can get held up.Winnipeg handles a lot of family reunification and provincial nominee program cases, some of which involve overseas dependents. Cases with complex family compositions, relationships, or foreign documents can trigger extra checks or require more officer scrutiny.

I honestly didn't know that but now it makes sense. Thank you for sharing this.

If your criminality due date is July 18, it means that’s the internal deadline IRCC has set for completing the criminality check part of your background verification. This is not a guarantee that you’ll hear back or receive an update on July 18 itself—it simply indicates when IRCC aims to finish this particular part of your security screening. “Criminality” is a key component of the overall background check. Once it’s complete, it means IRCC has verified you don’t have any serious criminal history that would prevent your PR application from moving forward. However, the background check also involves “security” and “information sharing” checks, which may still be pending. Since your PVO is Winnipeg, and they’re known to have some delays, you might not see an immediate status update right on July 18. But typically, if no issues arise, you might see the next step in your application progress around that time or soon after.
