Good day!

Anyone who can help is greatly appreciated. Thank you!

My work permit visa was approved under the AIPP program and IRCC is already requesting my passport, but my wife who wants to accompany me as a visitor (TRV temporary resident visa) for 3 months only since she is still not ready & wants to stay with our kids in the Philippines was asked for an additional document in order for her application to proceed.

The message that was sent to her by IRCC states that:

"You have applied for a TRV indicating an intended visit of 3 months. Due to the current travel restrictions, short term visits are not currently permitted.

If you wish to proceed with this TRV application, please submit evidence that you intend to establish residence in Canada at this time. Please note that you may be eligible for an open work permit, if you choose to submit an application for work permit instead."

What do I need to do & what does "submit evidence that you intend to establish residence in Canada at this time" means?

A TRV most likely isn't going to work in terms of getting authorization and being allowed to travel at this time

To get approval to travel to Canada right now, your wife needs to show that her reasons for traveling to Canada are non-discretionary (e.g. she has an OWP and plans to live in Canada with you). A TRV makes it look like her reasons for travel are discretionary and therefore she doesn't fall within the exception that would allow her to travel to Canada at this time.

Suggest you read through the information here:

https://www.canada.ca/en/immigration-refugees-citizenship/services/coronavirus-covid19/visitors/immediate-family.html#temporary

Specifically this:

to show an immigration officer that you’re coming for a non-discretionary purpose, such as to live with your spouse, common-law partner or family member
  • You’ll be refused an authorization if an officer finds that you’re travelling for an optional or discretionary purpose, such as for tourism, entertainment or recreation.

The decision to process applications and processing timelines can depend on several factors, including application volumes, quality of the application and labour market information.
