Quebec will launch its COVID-19 vaccine passport system as of September, Health Minister Christian Dubé announced Tuesday.

With infections on the rise and an “inevitable fourth wave on the way,” Dubé laid out the details of the province’s plan, which will start with gyms, bars, restaurants, festivals and events venues across the province.

The vaccine passport will only be used to access non-essential services, but it will not be required for retail stores.

The passport will be key to preventing another wave of lockdowns as schools reopen and amid the presence of the Delta variant, according to Dubé.

Not sure if I understand that correctly. Does it mean people won't be allowed into gyms, bars etc. if they're not vaccinated?

Something like that. They have to show proof of being immune to the virus (a vaccination report or previous infection result)
 
Still trying to make sense of this logic. Score brownie points with whom? Canadians? Why target one country specifically when many other countries are affected as badly and some even worse.
If that was the real objective then they would wait for removing the international travel ban until the end of the elections and only opened borders with the United States.
Okay, so to answer this, one needs to understand a little bit out political makeup of this country. I am no expert and no very little but here it goes :

Canada tends to be patch-worky when it comes to its people. It IMHO is obvious. Quebecs politics is very different from rest of Canada for instance. It goes even more granular. Immigrants or even prospective immigrants like me mostly live huddled together in close proximity. Local ethnic issues from native land that should not matter at all matter a hell lot more. The upshot is, even though many Immigrants are minority, they dominate certain parts and form the deciding caucus. Not to mention, unlike American immigrants, there is not exactly a social taboo of bringing home politics in the adapted country. So, you will see spectacles like trade laws being made or unmade in a country which has nothing to do with Canada are being dissed in Canada by these immigrants at a scale much larger than anywhere else and more serious politically. No US president will try running on agenda of "Fixing Indian Farm Laws" but in Canada that might become a talking point to score with few communities.

Secondly, India is going through a period of sustained nationalism. One of the biggest part of this is that most Indians do not want their country to be seen getting dictated by especially western countries. There is a massive history behind it.

So what happens because of this? Many Canadian politicians are forced to comment on (or asked question about) issues that are NOT at all Canadian or heck may be counter to Canada's interest. They have speak about it or will be perceived as not attuned to ambitions of certain immigrant communities.

Now when they say things, in the present twitter hyper connected world, it gets echoed across the world. People in India hear it too and Indian politicians are then also obliged to respond to it at an optic level. This means doing useless optics like sending low officials to recieve PM of a major western economy. Its a kindergarden fight which they have to play to keep their respective voters happy. At the Interest level they have nothing but they have to maintain the show. Such is the curse of democracy that perception management is of utmost value.

When it comes the real decisions (on military, weapons purchase, business, trade etc) then you see that most of such optics go away. Canada is not going to ban India from sending immigrants. India will still buy Canadian lentils and will facilitate Indian students to study in Canada and send back precious precious foreign exchange to keep INR stable. It is business as usual.

Yes i saw that too. No reasonable person would want lockdowns again
