Last week my status changed to PCC printed and today in BLS tracking it was updated as Picked up at consulate

13-10-2020 - BLS Tracking - Picked up from Consulate. Hopefully I will receive the letter this week

I got an invitation to apply and i have all the documents ready.
However My PCC is stuck at police station.
I raised first request on 31st July and i did not got an update for almost 45 days. I followed up with consulate and BLS but i did not got any resolution.
therefore i raised another PCC request from BLS Brampton on 23rd September. I got police verification email and they verified me on 26th September. I again did not got any updated until today. When my brother visited the police station they said that they uploaded the report but there was some issue and now they have to manually submit the report as it is not getting submitted online.
Now I just have 20 days to submit my PR application.
I am not sure what should i do-
1) Should i decline invitation?
2) Should i submit my application with Letters of explanation and provide all details.
3) Will i get grace period for submitting PCC
Please help me out. I am scared now.

For now, I'd recommend you wait, since you still have 20 days.
Closer to that date, if your PCC still does not arrive, submit your application with a letter of explanation with the details of your PCC application(s) that are in progress. I'm sure the immigration authorities will understand, considering that the pandemic has disrupted normal functioning of various offices and services (government and private) across the world.
Thanks for replying. Local police station is trying to upload clear report to the system but it is not getting uploaded. I am wondering is it due to 2 pcc i have submitted. Embassy is not picking up phone or replying to emails. I dont know if i will ever get a pcc now

Hi Swapnil, I am in a similar situation as you. I submitted my PCC application on Aug 8th using postal service to Brampton BLS. I contacted passport Seva Kendra on Sep 23rd via (https://portal2.passportindia.gov.in/AppOnlineProject/ccgm/ServiceRequestHomeAction). I raised a grievance and they got back within a day to let me know that Indian authorities have sent clearance for my PCC on Sep 18th and i need to contact CGI, Toronto for further info. All communication with CGI Toronto or BLS have been in vain and my deadline of PR submission is on Oct 22nd. I am also in the same boat and frustrated by how inefficient all this is. Although, it seems like a random approval process as my husband who had applied at the same time as me got his PCC 3 weeks ago!

Yes it's really frustating. So are you thinking about submitting application with Letter of Explanation? If yes, what details you are thinking of providing?
Sometimes the status is not updated in Consulate website. In my case it showed 'Under review' and then changed to 'PCC is being printed' one day. That's the best case scenario.
In worst case scenario where you don't get PCC in time, submit a letter stating that PCC is in progress and is getting delayed due to Covid. I think with the Covid thing, it is acceptable for these things to happen and would be considered.
So here are our timeline and struggle, if it helps anyone
Applied at BLS Brampton postal mode for my wife and me on 17th August. It was delivered to them on 20th. There were no updates for 10 days. So I called them to know the progress. They weren't able to trace my application but said that they rejected my wife's application as spouse name wasn't mentioned in her passport. For next 3 weeks I followed-up for my application status with no luck. Finally after 3.5 weeks I received a parcel from bls which had both of our application. They returned my application because of one single draft i made for both of us.
We applied for tatkal passport and got it delivered within 4 days. Not mentioning the struggle for it!
On 17th Sept, we again applied for pcc at Scarborough walkin bls for both of us.
Email received for Police verification initiation on 22 sept.
On 25 sept, physical police verification was done at our place respective native places.
2nd Oct - status changed to police verification granted yada yada yada for me
6th Oct - Printed
8 Oct - Received
My Wife's application -
No update till 10 Oct. Our parents visited SP office and they said that they received a wrong form from embassy/RPO. They cant help
We emailed RPO and they said that they have nothing to do with PCC application applied from abroad.
We raised a grievance in MADAD and portal1. Emailed passport.pg, rpo, passport.toronto and cons.toronto (@mea.gov.in) for 3 -4 days continuously and finally got a call from CGI to send them parents aadhar card. again no update for 3-4 days. Emailed again to all folks.
Finally got a call from CGI to come to office and collect it. we got it on 15th Oct. It didn't go to BLS.

The Police verification for me and my husband for our PCC application, was completed and the CAT file number has been generated.
However, our status is remaining as "PCC application has been granted.Police Verification has been initiated. After the police verification report is received, PCC will be available for issuance" for one week.
Should we contact someone to change the status to printed or should wait for few more days?
