Back your claim with proof that AIP is in fact refusal.
I was away from my mobile for a long time. I actually meant that, a BVL without a preceding medical request usually means a rejection. And considering that the panddenic has made them to introduce AIP. That means , not getting a medical request or an AIP before BVL may means rejection knocking on the door.

Thank you very much. The thing is I applied for notes. It said selection course what makes them give reject. But in the state site of global affairs its stated that scholars of state scholarships are eligible for selection of course, program, finance, etc. I also wonder really why. The reasons for this time are: purpose of visit and limited employment in the country of residence. I just cannot understand. If their government chose me, why visa officers think I am not eligible. Background check is ok. Everything is in order. Talked to numerous agents, consultants, lawyers. And all of them repeat that its strange case. Ankada officers dont like me probably:)
It's so sad to hear about your story, but I would advice you to think about all these critically. This visa officers are now examining applicants thoroughly, they want you to be well established in your home country. And how to achieve this is by having verifiable job that pays you income, attach properties that you own by yourself or a gifted property from parent.

Know fully well that, getting a scholarship is just to sort a single part of the Visa processing category - the financial. However, there are many others.

Also, since you are going for a course that is different from your first degree, you must show cogent reason why this move is a progression in high ranking to your initial qualifications. To show this, have a work experience in the field, have a volunteer experience in the field, show cogent factors that motivates you to choose the course, show how the course will be instrumental to your future goals and ensure you coined everything back to your home country once you are done studying.

I will advice you to examine their rejection critically, and if you want the approval really much, give to them, what they want from you.

Goodluck.

Hello thank you so much for your time. The problem is that, I have property, cars, well established job. Why I applied for master of philosophy (humanities, interdisciplinary) is that I am working for this for 6 years. I translated 50 books from original to our language. First degree is international law, first master journalism and media management.. which is included to my future study in a broaden way. That is why it seems to me not logical. How much I think about my case, I am getting confused more and more. In SOP I explained that my future intention is academically way. I thinj about doing philosopher doctora in my country, but cannot do it as previous education doesnt let but in case of studying disciplinary would do more.
Really thank you for an attention. But its like labyrinth and already so tired of viza procedures

Order GCMS notes and look at the reason for refusal. Do share them here for more clarification.

Hi guys, submitted my full application on June 12th sds online from india, medicals approved on August 12th, from then no update yet. My classes are starting from SEP 28th, don't know what to do in this peak situation. I mailed to delhiimmigration@international.gc.ca also, but they didn't respond on my file instead they sent automatic reply that we are processing your application.
Any suggestions on this?

No. Historically they combine BVL with another update or just refusal. For example BVL + Medical request (or passed), BVL + PPR. If it's just BVL, normally it just means refusal. I am not sure what update these applicants get though.. due to pandemic, things are delayed so it is possible that other update might show up in due time..
Hi @jigzyy @Omofar @Yvette123
What of a situation where one applies for study permit online and has done biometrics and upfront medical and both updated as Completed and Passed respectively.
Eligibility and background checks in progress.
What next should one expect? Will IRCC still send Medical request and BVL? Or just BVL and passport request?
I read some threads of people who did upfront medical and still receiving medical request.
Kindly advise

Usuallya BVL without medical request or, as of recent, an AIP means rejection. However, could you share your timeline.

Today I got refusal
They send me one BVL letter to me

For any future visa applications (until Dec 2029) you will not be required to submit biometrics (so no need to pay $85 biometrics fee).
That's all it means.

In rejection they gave this
am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
