Let me take some inspiration from our dear member Gaurav.Projekt
This is my own timeline for the PCC via BLS Ottawa Out-of-Province Postal Application with Purolator Home (Montreal) Pick-up Service (between August 15 and September 02, 2020). It took around 10 calendar days from the time HCI-Ottawa received my PCC application to send the PCC to BLS Ottawa, and then deliver to my home address (out-of-province)
Indian ( from Hyderabad) PCC from Montreal, Canada - Timeline:
August 15 - Called BLS, Paid for the required Postal Application Fees (Purolator Pick-up and Delivery Fees) and Arranged for Pick-up date and time (you can also reschedule it with Purolator later by calling them directly).
August 18 - Postal application sent to BLS Ottawa, Canada through Purolator Scheduled-Pick-up in Montreal.
August 19 - Delivered - Status on Purolator tracking service, but not updated on BLS online tracking service.
August 20 - Received & Acknowledged by BLS Canada and, asked my spouse & me for further missing-details to be filled in the application form - provided them by replying to the same email. BLS then acknowledged that the our details were received within 30 mins (replied just with a "Thanks").
August 21 - Forwarded to HCI and Status updated on BLS as "Under Process - In Transit from BLS Centre to High Commission".
August 21 - HCI received the application and generated the PCC Application File (No. CAxxxxxxxxx) - Application was then received at PSK India and status updated as "PCC application is under review at Passport Seva Kendra" on PSK India site the same day.
August 23 (Sunday 2AM morning) - Email from passport admin "Initiation of Police Verification Request(s) for your PCC Application File (No. CAxxxxxxxxx)".
August 25- Police verification done at local Police Dept. (Hyderabad) at Home (a call from my parents was received this day to inform me of the verification).
August 27- Status changed to "PCC needs to be collected from RPO" on PSK India site

Tracking sites were down and status was unknown after this day! The website started showing strange message that the file number cannot be found in their system!!

September 01 - BLS Tracking system however showed that the courier delivery started through Purolator Service - Shipment was picked up late afternoon.
September 02- PCC delivered to my address by Purolator Courier Service.
Track your PCC status on BLS Canada site (Postal/Walk-in application/Passport)-

PCC file number will be generated on PSK Indian embassy website where you have created your PCC application:

Once you see your PCC file number which starts form "caxxxxxxxxxxx" (use "lower case") you can track your status on PSK India site:

I tried with lower case "cat", getting below error message
"The status of the entered File Number is not available in the system "
Also, my sister from India, called Passport Seva helpdesk. even the customer care rep. couldn't find the file number starting with "cat",
The system seems down.. My wife and I received the same error after the police verification, however, we received the PCC later within around 10 calendar days... Stick to BLS tracking for now and most probably you would see the Purolator dispatch status soon. It will be alright
I just checked and I found my status changed to "In Transit from Consulate General to BLS Centre " , I hope I will get my PCC soon
@mohanca , we all should thank to these forums which helped us a lot at each stage of whole process. Even I thought same the way you did by sharing your experience and updates so that other will get accurate information. Anyways.. wish good luck to everyone for their application.
Quick question, is everyone Application Reference Number same as what shows on BLS tracking site? I never created online account for PCC on PSK website as it is not required for foreign passport holder.

yes, CAT tracking is not working at the Passport Seva tracking website.
I recently received my PCC from Delhi, India. my timeline is as below
1. I sent the application on July 2, 2020
2. received by BLS Brampton - July 7, 2020.
3. BLS open my package on July 26, 2020
4. BLS start working on my application - July 29, 2020
5. I received police verification notification AUgust 2020
6. Police verification is done - August 21, 2020
7. September 2 I raised a grievance at the passport Seva website about the delay in PCC
8 PCC generated - September 6, 2020
9. PCC dispatch on September 9 20210
10. PCC received September 11 September 2020

I never created my profile on PSK website as I am a foreign passport holder, so they don't have my email address. I just paper file to BLS and in the form, there were no option to put email.
My application start with "CANT" not "CAT", anyone else here have similar situation?
You may receive email from PSK, but I am not 100% sure as your case is different than mine.
Yes, I did receive an email from Passport admin, when they initiated the police verification.

you can expect 4-6 weeks minimum. some cases it's at least 4 weeks some cases it may go up to 8 weeks.
My submission date is just last week, so I think it will take time. For foreign passport holders..its definitely different procedure and more complicated to submit for PCC. Foreign passport holder does not register on PSK to get PCC instead they have to fill out paper application which can be submitted to BLS via postal or drop off. BLS do have my email as that is how they send me payment link etc. But I am just confuse how will consulate or PSK find my email if it is not listed on application. Oh well, we just have to wait and see.
