Congrats! I just received my PPR today. Slightly worried about if CIC will remain open due to this virus situation and wondering if I should go ahead and send passport to Ottawa anyways.....any thoughts on this?

Don't know yet. Sent my passport on Friday and it will arrive tomorrow in Ottawa. I am most worried about the landing process - I hope they will allow to do this via phone because interviews are suspended until April 14 and borders closed.

For anyone whose AOR is from October 2019 or even before that, if there has been no GU on your app and it is stuck in "reviewing whether you meet the eligibility requirements", please read below:
Since 10-Feb-2020 since my app was stuck in this status, I have gone through so many forums on this website. What I have observed from all the discussions is that how CIC work is that most of the apps are approved within 4-4.5 months.
If your application is progressing even after 5 months, like they ask for ADR or some security check is progressing, then you should not worry too much, just wait.
However, those poor souls with no progress at all even after 5 months, no GU, then you are in bad luck. Your case has gone into a cold storage forever. The blame is on you! You probably missed something in your application or added something that triggered additional checks.
Therefore, a senior officer must review the case of yours. This can take more time anywhere between 3-8 months (or more in worst cases).
To get out of this deadlock there is a very simple solution. Apply for free GCMS notes only once at 5+ months period. Read those notes and find what point(s) triggered additional review. Then send additional docs/LOE for those points.
Hopefully, next time when your file is picked by senior officer he would see your new docs/LOE and approve your case. Your file will be picked after you send the new details in about 90-120 further days (if you are lucky, trust me I have read cases where it was picked after 200+ days even).
Then Even after 4-5 more months you see no progress, then call CIC check status and also ask location of your VO.
If you are desperate by then then: write a physical letter (better option)/email to that VO and plead them to process your file.
Read cases where this worked instantly.
NO MATTER WHAT PLEASE TRY TO AVOID MULTIPLE GCMS NOTES. Unless both requests are like 4-6 months apart. Don't show them you are an impatient donkey. Similarly don't call every 2 weeks.
After more than 12 months of AOR, local MP is an option.
These points are not my own but I have learnt after spending several hours a day, checking each old frustrated soul's postings on this website. What they tried and their last few postings..
Please feel free to correct me at any point that you feel I am wrong.

@thomas3456 , your content might not be incorrect but the delivery is like a wet blanket on a cold day. So many ppl on this forum read posts and use them to guide their actions or reactions. Some *Poor Soul* just might read this and have a sleepless night.
Thanks for posting this. My AOR is 21st Sept 2019. I received and ADR on 11th March and I replied to it on 12th March. Does the ADR in itself just adds 60 days to the processing time regardless of when the documents were submitted? I understand it varies case to cases but in your opinion, does an ADR generally adds 60 additional days?
That is not at all true, it can be more than 60 days even. I have read cases having ~120 days delay. The point is that you should now have patience, give it 45 days at least before you call them.
Reason for 120+days: Your document is a very simple paper(s) for you. But for a foreigner it is a document which he needs to analyze. Simpler the doc, the faster the processing. The analyst will review, if he can understand it, he approves you, else senior officer further reviews in about 100+days.
So a call after 45 days would give you an idea if the doc was ok and your profile is not again in review required.
If in review get GCMS, but don't blindly apply for GCMS.
I am sure you would get ppr in less than 30 days or if lucky then 10 days, but be prepared for a patient game.

I tried calling them earlier today (from within Canada) but just got the regular IVR response. Any tips on how to reach an agent on phone?
Call at 6 am local time and keep calling till you reach an agent. Then call again next day and days after till they confirm your application is approved. Unless you call and push them to their limits those people don't work.
With Canada closing its borders for the time being, does anyone have information on the protocol for people with COPRs who may be going to Canada in the next few weeks?

But aside from the landing appointments, would the border still receive immigrants? Particularly the land border crossings?
I cant speak for anyone but if it were me I wouldn't want to flagpole right now. There might be problems on the US side and issues re-entering Canada. When they gave a press release yesterday they spoke about citizens and PR holders- nothing about work or study permit holders. Not everything will be explicitly stated- somethings you have to think about and draw your own conclusions.
