I don't understand this draw thing.

As of August 2, there were a total of 116,006 candidates in the Express Entry pool.
451-1200 - 7295
As of August 15, there were a total of 116,879 candidates in the Express Entry pool.
451-1200 - 7165
As of August 30, there were a total of 119,042 candidates in the Express Entry pool.
451-1200 - 7221

After 15th to 30th August 7165-3600 = 3565 is the balance after draw.
Now after 15 days 7221-3565 = 3656 (between 450 and 1200) came and all have more than 463 ? can someone explain ?

On 30th August, there were 398 candidates with scores above 600. That leaves a place for 3200. If the draw had happened on 30th, Cutoff would have been around 453. Trouble arose in these last 4 days, on account of OINP plus other pnp nominations. They must have issued at least 1500 within the last 4 days.

But wouldnt those applicants be in the 600+score section? With 800-1000 points to say the least
 
Well IF a skip happens, yes it might feel like that, but we shouldnt loose hope:)

Well speaking of hope, I've been in and out of the pool since 2017. Only hovering around 370-390s cos of IELTS (have had 8.5, 8.5, 9.0 but 6.5 for writing.. and this happeded 4 times!!!). Have seen the score drop from 460s all the way to 415 and then all the way up again. I kinda gave up for a long time, but then I'm taking it up again.. all cos I'm hopeful that it will turn around for me someday. Well, we all should stay hopeful I think, no matter what.
If you guys aren't hopeful what should I be doing :)

We almost share a similar story, our first profile was created on 04/05/2017 at 365! Re-took my IELTS and it went up to 425 (i was pretty confident by then since we had just had a draw with the lowest CRS ever!) then it dropped due to age (twice) because of course CRS has never gone that low again. Re-took IELTS again to maximize reading and writing but it still turned out the same (with a re-mark in writing; P.S. i would have asked for one if i was you with such great scores in all others except writing). After the 3rd IELTS trial we kinda decided to take a step back and breath, meanwhile my husband's ECA came in and we went back to 425 but have you seen the scores this year??! we didn't stand a chance!
On 12th March 2019, while i was totally minding my business, our miracle came, we received an NOI from Alberta! the rest as they say, is history! We believe that we will get our PPR soon.

Keep hoping, keep believing, do all that you can, it will come!

Correct. This jump to 463 is mostly because people with better scores are now showing interest in Canadian PR. The PNP nominations would reflect a significant increase in the 600+ section, and since it's not enough to drive up the score this much, the only reason seems to be as stated earlier.
