Can I get some help/guidance regarding birthday between ITA and e-APR ?

I received an ITA yesterday (yaay!), but have not done medical, it will likely take 3-4 weeks to get done. In that time I will have a birthday in July, so my points will drop from 470 to 465. Is that ok? I read somewhere that points for birthdays are frozen at ITA itself, but not clear or certain about that. Is this for sure or depends on the person reviewing the case?
They are locked at the time of eAPR, not the ITA. So if you go below the minimum cut off score for that round, you should decline the ITA and wait for a new one at 465 which should not take too long looking at current trends.

The wording used is -

'When a change in age results in the candidate no longer meeting the MEC or having their recalculated CRS points score fall below the lowest points score in that round of invitations, officers should consider applying the public policy to exempt applicants for permanent residence from certain age-based requirements between invitation to apply and application, based on section A25.2.

This consideration can result in an exemption from the refusal of an application under section A11.2.'


Thus the word here used is 'should' and not 'may'. That gives us a pretty good idea that CIC mandates the officers to consider the public policy in such cases.

The public policy itself is also very clear on its implementation. If you fall below the minimum threshold on account of a birthday post ITA pre e-APR, the Officer has to consider the policy.
But then again, it also states that -

'Based on the public policy considerations outlined above, delegated officers may grant an exemption from the criteria and obligations found in the provisions...'

The use of 'may' here suggests that even though the officers have to consider the policy, they are not particularly bound by it. They have some discretion, at least in theory. But I guess that's just to account for any unforseen situation.

Besides, I am yet to hear any case in which the application was rejected because points fell below cut off on account of a post ITA birthday.

As per a ministerial instruction (public policy) dated 28 July 2017, birthdays, unless the case is extraordinary and warrants otherwise, are exempt from causing point loss, when they occur in the post ITA pre eApr period.

Are you sure you got ITA?
if you did you won't be asking this question and getting different answers.
The answer to your question is in the letter cic sent to you about you having received ITA
Read it properly and you will have your answer.

Can somebody guess the reason of this sudden increase in 451+ Per day candidates in just one month
220–>240–>303, this is killing the hopes

I wish it is temporary increase due to some specific reason
The more people get through, the more they tell other people. Word of the mouth effect it seems.

Score is not 'frozen' during ita. If score reduces due to age between ita and eapr then the officers are adviced not to reject if the new score is below the cut off for the round.

@skg1988 , I pray that ur logic is right but per day addition of (451-600) during 1st May to 10th May was 185 in comparison of 1st week of June which is 271.

They were around 253/day. Check once more.

26 april 450+ candidates = 1511+279 = 1790
10 may 450+ candidates = 1668+317 = 1985

3350 Itas were issued on 1st may and, therefore, candidates entered in the pool between 26april and 10 may = (1985+3350)-1790 = 3545 or 253/day.

They were 240/day from 10th may to 24th may.

I might get ITA in the next draw, and I am getting married in November which will be almost 5 months after I got my ITA. Will it impact my application as well? Someone suggested me to get married officially for document sake and then apply with married status. She won't be moving with me after the PR, so it just my married status that needs to be updated.

Score is locked after ITA also on the invitation letter it clearly says point reduced due to age will not be rejected, it does not say "advised not to reject". I have been there myself and got PR recently. Birthday factor after ITA is nothing to worry, you have full 60 days to complete the application same as everyone else. There will be people to tell you that application must be rush completed before birth date to avoid rejection but that is completely false. Hope this helps w

Please guide me when can I expect ECA. My score will fall from 458 to 453 on July 9:( I spent 2 years fixing this and getting very disappointed. My last hope to increase score would be by doing IQAS who will evaluate my masters as master not like cheap wes who will evaluate that as diploma. These scores are killing us. Please give me genuine hope. Any changes to get draw by the end of august :(
I guess you’re confirming for ITA not ECA. Well, I would suggest you to please get your masters revaluated by IQAS if you’re looking to enhance your scores. The next tentative draw will be on June 26 and your chances of getting ITA on 26th is 30-60%. Afterwards, next expected draw is on July 10th, right after your birthday.

So, your timeline is quite tricky. You should proactively send your masters to IQAS and on the other hand, wait for your turn to come. The good part is, you’ve a back up plan (masters revaluation). Go for it without much delay, good luck!
