There is no place or need to submit any documents while creating EE profile. After you get ITA, you will have to submit the documents, reference letters and other items. Or when you get a NOI from any province, then you have to separately send them the docs along with that province application, for PNP process.
 
So i wanted to see for myself a broader picture of the draws since 2017, just to see if i notice any trends:

And basically the trend (blue line) is pretty flat since Jan 2017. The high and low spikes are associated with "unusual" invitations, which were either invitations with very low scores or very high ones. Usually they were in the range of less than 500 invitations, so overall they do not play a major role.
Average score since Jan 2017: 438
Average 2017 score: 431
Average 2018 score: 442
Average 2019 score: 449 (clearly misrepresented since we do no have full 2019 data)
Number of draws 2017: 31
Number of draws 2018: 27
Average draws per month: 2.21

This of course does not count in other factors, but based on this alone, those with 440+ points probably have a good chance in 2019.
 
Waiting for ITA at 448.
 
How long does it take to learn French? Just to get 8-10 additional points..
For a beginner level, should take up to 6 months to reach basic level CLB4 which can fetch you additional 4points. With hardwork and patience you can reach Clb7 and get 10points and additional bonus points (30points) if i'm not wrong. There is this thread which you can

I entered my profile into the pool on 28th March 2019 with 451 points. The latest draw (No. 114) dated 3rd April 2019 has cut-off at 451 but because of tie-breaker rule all the candidates whose score was 451 and had entered the pool on or before 9th Jan 2019 are given ITA. In Jan 2019 there were 3 draws with cut-off 438, 443 and 438 respectively. In spite of such low cut off why the candidates with 451 points were not given invite in Jan 2019 itself. Why were they still in the pool and given invite after 3 months on 3rd April 2019?

It’s possible if the person rejects the invitation due to some reason. then the person will be considered for the all next draws. I hope this can helps you understand.

Also as per 29th March 2019 CRS distribution, there were 1961 candidates having a score between 451-600 and 246 candidates having score above 600. So total candidates were 2207 candidates in No. 114 draw, and IRCC gives ITA to around 3400 candidates every time, then why the cut-off was 451, I believe it should have been lower than this to have a draw size of 3400.
 
I currently have 401 but waiting for IQAS ECA which will push my score to 445.
My current profile expires in June.
Should l create a new profile or wait.
I'm scared profile will expire without ITA and when I create new one the tie-break rule might affect me.

Have been thinking the same...the only possibility is that around 1200 ppl who got invited in this draw are those with crs >= 451 before Jan 9 and who have been declining invitations so far + those with >= 451 who got added in pool between 29th March and April 3.
 
I want to know if conservative wins in November, how high the CRS score can go?

I don't think the new gov (if they win) will affect the policy in short term...policy shouldn't be affect until mid-late 2020

they have tons to fix before changing the express entry lol
