I got PPR today. Thank you. When i submit the passport to VFS do i need to do Biometrics ? Please advice

Congarts 4 PPR. May read in my signatures all full guide. They take photos + biometrics too what I know so far.

• One of my friend applied in August 2018, he got medical request in Dec and Just the communication that his file is transferred to Mississauga for further processing in Jan 2019. Today he got the Decision made and PPR request at the same time. He never received any communication regrading the file transfer to NDVO.

These people don't have any criteria for processing applications, they just process it whenever they feels like.

Just received GCMS notes and email from MP today. However do not understand what it says.
Assessments
Eligibility: not started
Security: not started
Criminality: passed
Medical: passed
The security verifications have not been initiated.
Any idea what all these info say about my application. App. Recieved Feb. 2018 and processing started Apr. 2018 at NDVO.

When I called the customer care, IVRS says BGC not started. I don't know what's happening. I ordered GCMS notes in January and no report yet. So slow.
