There is no option for applying for refugee status from Pakistan.

To apply for refugee status, you would have to move out of Pakistan to another country. Once you are there, you would have to be officially recognized as a refugee by UNHCR. UNHCR would then have to select you for resettlement in Canada. The other option would be to obtain a tourist visa, fly to Canada and then claim refugee status once you are here.

Note that simply going through difficult times is not enough to apply for refugee status - there has to be more to your situation than that.

I cannot advise you on which country. This is something you will have to decide.

You will need to contact UNHCR once you have moved out of Pakistan to find out how to be officially recognized as a refugee. You should be aware that you do not get to chose which country you are relocated to after you have been recognized as a refugee. UNHCR picks the country. So the chances of ending up specifically in Canada are quite low.

Only about 1% of refugees are actually resettled so you may have to stay in another country as a refugee. You may be limited on whether you can work, etc. Have you considered relocating within Pakistan?

Note that you may have significant problems with taking the children out of your country and into another country without the other parent's consent. Make sure you know exactly what you can do before you jump.

What you are describing is more of a dispute of a family law (by that I mean for the judge to determine who has the right of the custody for children).
Now in that case what is the current status of your marriage. What steps did you do until now (in case you want to separate or divorce from your husband).

Without doing official steps first your attempt would be more likely considered a child abduction than anything else (you might not like your husband but unless you have custody decision he also has right to see his children and participate).

So try to straighten up that part first.

In Pakistan, single woman can't think of re-location because of male dominant society, if she tries to get an apartment on rent all landlord going to asked her inappropriate questions about her marital status and later if they give her apartment she would probably face harassment from neighbors, including landlord as well. Everyone going to think she is their property because she don't have male guardian.

You would be shocked to read all above content but that is true, unfortunately single woman can't survive in Pakistan.

She can only think about re-location if her parents are co-operative, they can help her to get settle in any other city.

Relocation within Pakistan will be much easier than living in another country where you have no rights. Lots of refugees stuck in places like Indonesia who were counting on being resettled. They have no rights in Indonesia and will likely not be resettled. These are not simple decision. It also sounds like this woman does not have grounds for asylum.

would suggest her to go through economic immigration as "Skilled worker" that would be faster than refugee.

You're right she would face more difficulty to living in another country where she have no rights.
