A Visa Officer needs to review what all the analyst and case officera have done regarding your application. This include looking at the recommendation. Once he is satisfied, then the eligibility is passed.

Thats actually what happens for an eligibility review that is recommended pass after the first screening... There should be another implication if it says review required. The other thread mentioned the timeline will be longer. But Im on the same boat..
