There are two factors that determine where your application will be processed.

1. Your country of residence - The visa office which will issue your the PPR will always be the VO in your country of residence. This is where you will send your passport. After the application is processed initially at CIO, it is sent to LVO for further processing.

2. The country where you claim your work experience. - In some cases where IRCC wants to verify your work experience, they will send your application to the country where you worked, before it is sent to the LVO. This is because for some application local knowledge is important.

If you change your country of residence, you should inform IRCC of the same, this will change your LVO. For US residents CPC Ottawa is the LVO. It is faster in processing than the Paris LVO.
Thanks legalfalcon, I really appreciate your reply.

About changing country of residence...if we do this, will our application slide from wherever it is in its queue in France to the bottom of the pile in Ottawa?

And does it matter if our new address in a new country is not really a permanent one? We submitted our application May 22 and plan to leave France Oct 22 for NY, where we will stay with family for a couple months. The main applicant will be in the US on a visitor's visa at that time. That said, we will no longer have a physical address in France and do not intend to return there (though we will legally be able to in a pinch.)

Thanks for any help, LegalFalcon or anyone in the know.
