What are your full IELTS scores. 5.5 is quite low

For both with 5.5, I would have taken IELTS again to get a better score. 5.5 in a module (whatever one it is as it's not specified) is very low and there is a good chance your visa might be rejected because of this. But good luck if the visa has already been applied for.

College give us offer because our score is match their requirement. And cic rules are not change. New rules change for 2019. And my frnd got visa on 5.5

The college may accept you with the score but they don't give you the visa, Cic does. All I am saying is there have been quite a few instances on this forum where people score a 5.5 and their visa gets rejected. Just advice from experience.
