Under my admissibility section, approx. 1 page is blank and s.15 is noted in certain areas. No mention of s.19 or s.16 in any of the pages.

How can i pick out if i am under SS?
Then it means this information is not disclosed due to S.15 Security Screening that is on-going.

@BillHyatt , can you shed some light on the following please:
On 5th of Feb I received an email from LOV stating that my file is in process or waiting to be reviewed by an immigration officer signed by SNO / client service unit/immigration section.

My application status changed to IP2 on the 27th of February.

I have sent an email today to LVO about the status, they have advised that my application still awaiting review signed by VCM / Program assistant/immigration services.

My AOR is 9th of October / PNP Applicant.

You should email to CPC-Ottawa to confirm your Visa Office again. If your file is in London then you shouldn't receive this kind of a mail as IRCC it self-requires you to contact Local Visa Office directly using contact information they provide.
CPC Ottawa confirmed me in November 2017 that my application is being processed in London Visa office. Is there any chance that file may have returned to Ottawa or Sydney? Anyways I will send an email to Ottawa as you advise and reconfirm.

LVO shouldn't say to use Web form and therefore, you should reconfirm your visa office. Yes, files can return to Ottawa in some cases.

Depends on the results of your BGC and Local Visa Office Backlogs. In Past, it uses to take a couple of weeks but nowadays it is difficult to predict. In NDVO some applicants even get PPR after few days.

My first question is what is the difference and responsibilities of each of these departments
1, Program assistance
2, IRCC
3, IMSD

Because I received response to my e-mail from IRCC with DJM system code that officer is already reviewing my file.

Thanks for your help and swift response always.

All, FYI:
I just got this reply to the web forum I submitted a week ago, in which I noted that this lengthy process might impact some career decisions I have to make.

"The background checks on your application were only just submitted in early February.
Please note that we continue to correspond with you, after asking you to keep correspondence to a minimum. We suggest that you make appropriate decisions regarding your career, keeping in mind that processing of background checks are not within the London office and thus, out of our hands. Note that the background checks can take a few months. We cannot advise you any more than we already have."

Please correct me if I'm wrong but how come London VO are taking ludicrous amount of time to do background checks when other VO's are mainly issuing PPR's within 6-7 months time. I'm sure that the background checks for LVO and other VO's are done by the same security agency.

Could you please shed some light on as to what could be the reason that my eligibility is still in progress after almost 10 months into my application. Do you reckon that it is because my background is currently in progress?

True dat. All background check are done by one authority (to my knowledge).
I submitted an additional document in July 2017, then in January 2018 LVO asked for another additional document. Why didn't they ask for all additional documents at the same time? And why the big time gap between both requests?
I reckon they asked for a document, put my file in some drawer (or temporary folder named 'sakjbhdasd'), then forgot about it. When it came to cleaning up temp folders, they came across my file and were like 'oh we forgot about this, let's make it look like we're working on it and ask for another additional document.'
It's understandable that we all have lazy days at work (I'm posting this reply from work actually), but LVO takes laziness to infinity and beyond.

Hahaha so freaking true. Utterly Shambolic ain't it . I've sent another request on Saturday so let's see what they come up with this time around.

Eligibility status remains same regardless of actual status. This will change once your file is approved and you have received PPR.
