I have got unconditional offer from couple of Canadian universities in MS in CS program without giving IELTS score. Do i need to provide IELTS score to CIC to get study permit from Bangladesh?

not necessarily important to give if you have unconditional offer from you university, but you applying through SPP - visa category- which is for Indians student then requirement varies.

i am going to apply from Bangladesh and i did not get any fund. However i have sufficient fund for my tuition and living expenses. So far i see that ielts is recommend for SP. Does medium of instruction letter sufficient instead of IELTS?

Yes I had applied for visa without IELTS on 30th Jan 2017 from vfs Lahore and had not listen anything from vfs yet.

Yes Indeed, It makes a great impact on Visa decisions when you have IELTS score. My little brother applied last fall 2016 from CTG and got refused for silly reason, he had ielts score 5.00 and it was bachelor course at Toronto's College. Planning to try again this fall. Please do think properly even you have most of the required docs bcz Visa officers do check from their own will not from authority. Visa officers in Singapore is very sensitive on the issues though they always writes something that is ridiculous. Best of luck.

I got acceptance letter from University on basis of TOEFL score, I didn't write IELTS.
In my application package I included the valid TOEFL score and a print out of the university page stating their English language requirement which mentions the acceptable tests including TOEFL.

I got my TRV with TOEFL score, no issues.

(PS:No acceptable test score submission would be dicey, even if language of instruction in your alma mater was English.)

Now a days IELTS is one of the major requirements and it can make affect on visa decision. so far i heard without getting minimum 6.5 no band under 6 are not getting visa. So we have to practice hard for IELTS score
