Yes. You are correct. But I believe that number is not that big to wipe out 2018 qouta or they knew more people will be interested. Thus, they increase their 2018 quota.

I don't see any reason for them to keep the minimum score high unless CIC decides to ruin the show and favor PnP which will lead to higher cut-offs throughout Q1.

It seems that OINP are still processing their back-log and will start the party once the load is relaxed.

It seems that CIC may not let the score go down as it will put pressure on people to go through PnP route and spend extra bucks. Let's see if CIC and PnP are co-related. If the cut-off is 440 (+/- 2) then it means OINP will revise their methodology and may start issuing NOIs to low scorers.

But getting closer to 400 - 420 seems to be a long shot now.
I don't think it is about money, because definitely the 6600 quote for ONIP will be completely paid either with high score or low score. If they need more money, they will have to increase the number of candidates.

I think they are trying to give preference to people with higher scores. Even if no one in this range would accept, but still they must have wanted to start from the top tier and in few weeks trickle down to lower scores(if the quota remains)
They won't know until 45 days from today so it means those of us in the low 400 will have to wait at least another month or two.... utterly frustrated with the irrational behavior by both ircc and the pnp programs ......Cho!
 
No it's not in fact on the OINP updates page they did say they will continue to issue to candidates with CRS 400 and above they just didn't issue any noi to candidates below 440 in this first round. Stay positive it's all we have !
I just want to understand is it mentioned anywhere that people below 440 will only get NOI and if people higher scores are applying the obviously CIC would give them preference

Please be advised that the OINP has commenced issuing NOIs under the HCP stream. Following the issuance of NOIs, the OINP will post on its website a program update informing stakeholders of the methodology used to issue NOIs.

The results of yesterday’s round are as follows:

Date and time of portal search: January 19, 2018 at 3:00 EST
CRS score range: 440 to 446
Date Express Entry profile submitted: January 1, 2018 to January 19, 2018
Guess this clears all our doubts since morning

well an income of CAD 9.9 Mln for pre-eliminary screening is a good idea.
Additionally people who are rejected or go for direct ITA.

Guys, is there an info for how many new candidates added to the pool every month? or cumulative data about monthly increase of people above 400 points?

OINP does still have a significant backlog. I don't know why they would issue NOIs to people with 440+ CRS, except maybe to score some easy money with virtually no work. These 440+ CRS people will receive direct ITA soon. But if OINP starts processing the application (i.e., moving it to Assessment status), the $1500 application fee is nonrefundable. So I can imagine OINP quickly moving these 440+ CRS applications to Assessment and then doing nothing. Soon these people get direct ITAs, so OINP doesn't have to do any work on these applications but gets to keep the $1500. Just my personal speculation though.
