To finish this up, I just called FBI and they are working on applications from August 9th. They are mailing mine out today.

I followed up with FBI today and got this response on the status of my PCC

We are unable to locate your request at this time.
The current processing time for an FBI Background Check is taking 12-14 weeks to complete from the date the request was received. It can take 9+ weeks for a request to clear our security process, so we are not able to see the request in our system until then.
At this time we are opening mail we received on approximately 08/08/2017. We are unable to verify the delivery of a package until it is opened. If you submitted your request by courier (Fed Ex, UPS, or USPS), please view their web site to verify delivery.
I am now worried about the underlined sentence. What do they mean they are unable to locate the request at this time? Is this a standard response or my application went missing?

Guys just keep in mind that November 23 and 24 are both federal public holidays in US. It may cause a couple of days of delay if you’re expecting your application to be reviewed on that week.
I got the same response. They said it would take upto 14 weeks for processing plus upto 4 weeks for mailing response outside U.S = 18 weeks maximum, that is 4.5 months. This is ridiculous.
My Canada application is on hold since September because of this single PCC document... really frustrating. Once we hit christmas and new year, the delay will be even more.
Not the 24th. I called and asked CJIS customer service today. They are closed only on the 23rd.
As of 11/14/2017 9:00 AM ET, applications from August 9th are being opened.
Indian CC works
It will take multiple weeks to get report delivered to India and there's no tracking number. It's just risky, better option is to have it delivered to someone in US or Canada.
Get your fingerprints taken through police officer or some fingerprinting agent. It's exorbitantly expensive, but given that FBI can take upto 3 months to respond, worth it to get it right first time.
If you are doing on your own, send at least 5 finger print cards per application AND send multiple applications.
Just spoke with the customer service - they're opening the packets received on Aug 10, 2017.

I got my ITA yesterday and I am in the process of gathering all the documents. My documents submission deadline is 02/14/2018.
I applied for FBI PCC on Monday, my packet got delivered to them on Tuesday. Their current processing time is 12 - 14 weeks and I won't be able to get the PCC before my deadline. Is there anyway this process can be expedited (I know they have FBI channelers but only for U.S. citizens).
Can someone please help me with this. Please let me know if you know anyway I can get my FBI PCC early or is it possible to get an extension from IRCC to submit the FBI PCC at a later date. Please advise.

When you submit your eAPR, submit proof that you applied for the PCC (receipt with tracking number, copy of application, etc) with a LOE for the reason of the delay. I believe usually IRCC will give a 60 day extension.
