Do it once you have your new card. Don’t wait till they open it. I had 2 packets. For 1, I communicated and it was taken care of when they opened. The second one I had to follow up with the call Center.
Yes you can ask for an extension by submitting your appication with a LOE and proof that you applied for the FBI PCC. Wait toward the end of the deadline (i.e., end of December).

That was my situation and I submitted my eAPR this past Friday without the PCC but with an LOE explaining the delay with FBI. I have not seen any updates in my account yet but I'm hoping it won't be an issue. Going by the advices given on this forum, this seems to be the norm for people in this situation and they usually get an extension from CIC. One thing to keep in mind though, as someone else stated earlier, wait until 2-3 days before your deadline to apply.

Mine was delivered to them on August 1st. I got ITA on the 9th. They confirmed on Monday 11/6 that they had processed and mailed it same day. I'm hoping to get it by Friday, hopefully.
its better to give US address. as international mail takes almost a month more to reach and it can get lost in the transit.we already donot have a tracking option.so better give US address. ask your friend to scan it and email to u..u can upload that. and later he can courier u.i did the same.
i waited for 3 months after collecting my documents just waiting for fbi pcc..
