At times I think that IELTS results are also linked to CIC. They keep the marking as per CIC's requirement to manage to flow of ITAs
I would have loved to agree with you but I beg to differ. IELTS is a widely accepted English exam, with its standards. I doubt if they would restrictively focus on serving only the needs of CIC, while forsaking other organizations that accept their proficiency certificate.

The reason I said this is because when you apply for IELTS tests, they ask you for a reason of application and when you choose immigration then most likely you get 6.5 in writing module.
