Yes you can. Ive done it for my high school part. It specifically asked me if i have an ECA for it and i answered NO. Maybe they allow it only for Secondary education.

It's allowed only if you have completed first few years of post secondary education, in that case you need to show the proof of first two years. No ECA required.

While I agree that both genders should be treated equally, I've yet to come across any place where women have more rights than men or are" treated with more respect." :)

I’ll give you a simple example ;)

At my work place, women find excuses of sickness and leave from work early. Whereas when I find myself sick Im not supposed to even ask because supposedly ‘work’ is more important. They use that to their advantage.

This is one example. There are many. :)

1) I have worked across multiple locations in India. Do I need a PCC from all those states in India OR Can I just apply for a PCC from the Passport office where I currently live?

You need PCC for the whole country not just specific cities.
 
3) My kid is just 3 months old. I reckon that I have to get her medical done too. But, not sure what tests they will do for such a small baby. Any idea?
I know this is a silly question but being a mother, I couldn't help myself from asking this ☺️
The Doctor will do the basic checks on the little one, nothing major. Eyes, ears, pulse, breathing. Will take 2 mins.
 
2) I am still employed and I am not sure if my current employer will issue a letter of recommendation on the company letter head. Will a notarized document from my manager work in this case ?
The best is to have it on the company letterhead as per requirement. If this is absolutely impossible the you can go for the notarised reference from your manager. You would also need to add payslips, and other supporting documents like your contract of employment.
