I honestly do not know why all y'all are applying for the OINP. Unless you received your Expression of Interest letter at least 4 months ago, what's the point on paying 1500 CAD, not to mention all additional translations and documental charges, to STILL depend on a draw? Afaik, Canada has a goal of approx. 73k ITAs this year, and so far about 30k have been handed out. Unless you have really low scores, I don't see the point. The EOI is valid for 6 months, and it takes time to process, so you might end up tossing 1500 CAD in the trash.
The answer to your question is within your question :) "Really low score" is the reason :)

Also, some of us wanted to have Plan B in case we don't get ITA before our next birthday. And, some of us genuinely want to live in Ontario.

I agree with you on this point. I have an option for BCPNP and bcpnp takes 2-3 days to approve. However i am not going to apply for that unless i am very sure that i am not getting ITA, I am on 416 right now. I Guess people here just can't wait that's why they go for pnp.
what they don't realize is that they'll wait even more, probably. i have an OINP EOI letter (sent 1 day after i submitted my EE profile), and I really don't want to use it unless it's really necessary.

its not about applying ONIP by spending 1500CAD or something but i think some of the people are in desperate situation like I am in US, my F1 visa comes to an end, and my status woes, job woes are still there in US so wanted to get out of the shit of all legalities and lead a peaceful life. I dont mind doing a pizza delivery or driving uber but I really need peaceful life without any legal issues. lately H1 situation in US have become so bad, and wait times for GC in US is very long particularly for Indian and Chinese. living a substanial amount of adult hood in US after bachelors cant go back to own country and start things from scratch

If you have really low scores, odds are your OINP application will not be approved. You need at least 400 points for an OINP (and a bachelor's), and that's not a low score.

but you still need a draw to be held. once your PNP is approved, the only thing that happens is a 600 points increase

how soon you get NOI from ontario once u submit EE profile ??
Hey they usually send out noi on fridays. I made my profile on 16th may and got noi on 19th may

Its Ok. I was not getting CLB 9 in IELTS. As I have only 2 yrs of work expr I was stuck at 367 with IELTS LRWS - 8,8.5,6.5,6.5

Then I wrote once again LRWS - 8,8,6.5,7 so my score went up by 8 points to 375 points

Then wrote 3rd time and finally got LRWS - 8,8.5,7,7 so my score shot up to 407 points.

After June 6, I received 15 points because of my brother so 422 :)
That's really good.... but how do get 8 and 8.5 in listening and reading??
I really practice both listening and reading but still stuck at 6.6 and 6 :(
Am going to give IELTS another shot on 29th July, lets see....
