Quebec is not included in the Express Entry.
They have it's own stream outisde the EE.
I think in the EE you have to agree to live anywere in Canada, outside Quebec (given that you got a direct ITA, not with a PNP).
I guess after you have the citizenship (after 4 years), you could do whatever you want and move to Quebec.

Yes, I know Quebec isn't on Express Entry and has its own immigration system. I also know the other things you mentioned in your post

Actually you can, and that is my plan.
According to some people who have done that, the only thing you won't get following this route are the free french courses.
