That is absolutely incorrect. You can use any IELTS score as long as it is valid.

The rule is it is your choice to submit IELTS Test you want CIC to review. However, if you send more than one IELTS report to CIC then they will use the one that give you highest points.

You should have a valid TEF . And they will check if its Valid.
They cant get list of all results attempted by a Passport Number.

Its discussed at length since the last 3 years in this forum.
You can show any result you want for IELTS.
