I wanted your advice on how to proceed with replying to P2 email for ECOPR as I have my international travel scheduled in the end of September.

Background - I have applied for PR thru non-express entry and have replied to my P1 email on 1st July. However, The COPR number is not yet available.

Considering the current processing times, I am really concerned if I can get my PR Card before I travel.

I had a word with the IRCC agent recently and they informed that all our TRVs become invalid after ECOPR is issued and ECOPR itself does not allow us to re-enter Canada.

Please guide on how to expedite/delay the process to get ECOPR.

I'm in a similar situation. I received P1 on June 19th but haven't received P2 yet. I've been following different timelines and the times varies for each person, but on average it is taking 3-6 weeks between P1 and P2, then about 2-4 weeks from P2-eCORP, and 4-8 weeks to get the PR card in the mail.

This means that, worst case scenario, you're looking at 3+ months between P1 and PR card. I've seen people going though that whole process in less than 2 months, but it's a long shot.

You can't expedite it. You can delay it by emailing them about your travel plans before you get eCOPR. But I've seen people that have done that and they still get eCOPR when they're abroad, leaving them in a limbo.

For now, your best option is probably not replying to P2 when you get it and notifying about your travel plans. There's no way they can issue you an eCOPR if you don't reply to P2. But be aware that this will delay your PR process.

I have a query about declaring our flagpoling experience in our pr application.

1. When I submitted our pr app, we answered “yes” to the question “Have you ever been refused admission to, or ordered to leave, any country or territory?”

— we have flagpoled my husband’s new open work permit in January 2024. I only accompanied him and he is my dependent as I already got my PGWP. We were given the usual administrative refusal at the US border and was sent back. He then got his work permit at Canadian Port entry successfully.

Did we do the right thing by answering “yes” to this question to disclose the flagpoling? Was it considered a refusal and should be disclosed in this part?

2. Our current PR status is now on background check and we already passed the medical too. Recently, we got an ADR for Schedule A IMM 5669 and Travel History form..
Is it right to keep our answer “yes” to this question
“Have you ever been refused admission to, or ordered to leave, any country or territory?” when we complete the IMM 5669 form again or change it to no? I am not really sure about the refusal. Would that impact our app?

3. We forgot to include the flagpoling date in our Travel history when we submitted our application. Should we include it now with the ADR of travel history we just received?

4. We do not have a US visa. When I click the “?” in the tab Travel History for this ADR, it says:

You must provide information on your valid visa from the United States as well as previous travel history. This can include copies of


  • your previous passports and/or visas (used within the last 10 years to travel outside your country)
  • entry and exit stamps
  • study and/or work permits that indicate your duration outside of your country
  • expired or valid visas
  • boarding passes

If you hold a valid visa from the United States, provide a clear, scanned copy of your visa. If you are living outside your country of citizenship, please submit a copy of your immigration status document for the country where you currently reside. This could be a work permit, study permit, visa, or any other document that authorizes you to be in the country where you are living.

—However, we do not have a US visa when we did the flagpoling. What documents should we attach in this case?

5. Also, In the travel history form, should we include the layovers we had from Canada back to our home country?

6. Lastly, Are the ADRs we received are for the flagpoling we did in 2024? Is this something to worry about? I am worried with the right documentation to provide along the requested forms.

1. Did you do the right thing by answering “Yes” to the refusal question?
Yes, you did the right thing.
When you attempted to flagpole and were not allowed to enter the U.S. (even for flagpoling), this is generally treated as a refusal of admission. Even though it is a standard administrative refusal (not something serious), IRCC expects this to be disclosed under the question:

“Have you ever been refused admission to, or ordered to leave, any country or territory?”
Flagpoling refusals at the U.S. border are common, and immigration officers are well aware of them. It’s good that you were honest — with PR, full transparency is always safer.

2. Should you continue to answer “Yes” on IMM 5669 when resubmitting?
Yes, keep your answer as “Yes”.
If you already disclosed this once, continue to keep it consistent. Changing your answer now to “No” can raise a red flag because IRCC compares all your declarations over time. Even if it seems minor, inconsistency is a bigger problem than admitting a benign refusal.

On IMM 5669, under Section 6 – Personal History, explain clearly:
“Refused entry to the United States on [Date] during flagpoling attempt for Canadian work permit. Administrative refusal only, not detained or banned. Successfully re-entered Canada and obtained work permit the same day.”
This language is clear and non-alarming.

3. Should you now include the flagpoling date in the Travel History form?
Yes, absolutely include it now.
Travel History forms should include all international travel, even same-day re-entries like flagpoling. This omission is not fatal, but now that you’ve received an ADR for Travel History, you must correct this by including the exact date and details of:
  • Exit from Canada to the U.S. border
  • Immediate re-entry to Canada
Sample entry:
  • From: 2024-01-15
  • To: 2024-01-15
  • Location: U.S. border (Flagpoling)
  • Purpose: Flagpoling for work permit issuance
  • Documents: Administrative refusal by U.S. CBP, Canadian Work Permit issued

4. What documents to attach if you don’t have a U.S. visa?
If you don’t have a U.S. visa and never entered the U.S., you’re not expected to provide a U.S. visa. That section applies only if you hold or held one.

In your cover letter or explanation for ADR, clearly state
“We do not hold a U.S. visa. The U.S. refusal was administrative at the land border during flagpoling; we were not admitted into the U.S. and returned immediately to Canada.”
You should attach the following supporting documents instead:
  • The work permit issued at the border
  • A brief LOE (Letter of Explanation)
  • CBSA entry stamp, if available, showing your re-entry to Canada
  • Any document you received from U.S. CBP (if any
If there’s no official U.S. document, just explain it clearly. They know flagpoling often doesn’t produce formal U.S. paperwork

5. Should you include layovers in your Travel History?
Yes, but only if you cleared immigration.
If you had layovers where you went through customs/immigration, then yes, include those. For example, if your flight stopped in Frankfurt and you entered Germany, list it.

But if you stayed in the transit zone (i.e., never entered the country), you can skip listing that stop in Travel History.

Rule of thumb: Only list places where you were admitted into the country, even briefly.

6. Are these ADRs related to the flagpoling? Should you worry?
Yes, these ADRs are most likely triggered by the omission/inconsistency related to your U.S. refusal and travel history (flagpoling). But this is not something to panic about.
IRCC sends ADRs to clarify missing or inconsistent information. It’s a normal part of processing, especially during the background check stage. What matters is:
Responding accurately
  • Explaining clearly
  • Staying consistent with earlier response
As long as you now fully explain the flagpoling event, include it in your travel history, and provide whatever supporting documents you can — your application should be fine.

My PR in in the background check stage. I just got ADR for proof of settlement funds, it this normal for PNP applications? Also they requested employment record and proof of income and i have lost my job due to maternity leave, any suggestions on what i should do?

1. Newly completed Schedule A Background Declaration (IMM5669)
Schedule A: A separate and newly completed Schedule A Background Declaration (IMM 5669) form bearing a signature with updated personal, address and travel history from the past 10 years with no gaps in addresses or activities. In addition, ensure that you provide responses to all Statutory Questions as well as additional explanations for all statutory questions which you have provided a response of Yes.
- Previously I answered this with overlapping dates, for example I had an entry for my studies (Sept 2021-Dec 2023) and also had an entry for the internship i was doing (May 2022-Dec2022, Sept2023-Dec2023) is this correct? Should I have not put in overlapping entries?
- What does it mean to not leave a gap in the personal history? On my previous answers i would put in entries like the one below, is this correct that there is no gap here?
  • Jul 2021 - Aug 2021 - Unemployed - Philippines
  • Sep 2021 - Dec 2023 - Studying - Canada
  • Jan 2024 - PRESENT - Working - Canada
- For areas where i do not have any answers (Membership and association with organizations,Government positions, Military and paramilitary service) i put in 'none' in the first entry. Is this correct? Should I have just left it blank?

2. Additional document requested for employment records
Employment records: An original and recent letter of employment (LOE) from employer(s) must be on official letterhead. The letter must state the length of employment, salary, job title and job description (your responsibilities as well as the specific duties you performed for this position)
- Should i be including all letters of employment from all jobs i held from the past 10 years? even the ones that are not related to my NOC? or only the one that is related to my OINP application and NOC code (21232 - Software Developer)?

3. Additional document requested for Proof Of Funds
Funds, proof: Please provided updated proof of settlement funds such as bank statements for the last 6 months (Included date each account was opened; current balance of each account; average balance for the past 6 months). This letter should include the financial institution’s letterhead and contact information (address, telephone number and email address).
- Is this something i should be concerned about? while i have savings set aside in case IRCC does ask for proof of funds that is in line with the express entry POF, i thought proof of funds is not required for the oinp non express entry application.
- I have just called my bank (TD Bank) and while they are able to provide me with the current balance of each of my accounts and the bank statements from the last 6 months, they are not able to provide me with a statement indicating when each account was opened or the average balance for the past 6 months. does anyone have an idea how i can go about this?

4. Additional Family Info IMM5406
Additional Family Info IMM5406: A separate and newly completed Additional Family Information form (IMM5406) bearing original signatures.
- I am a single applicant, with no spouse or children. On my previous application I left those areas blank as I don't have a spouse or children. Is this correct? Should I have put in these fields to indicate 'none' or something? Just wondering why i would need to redo this form..


5. General Question
- For the forms requested to be replaced, should i print the forms and do an actual signature on the forms and scan again and upload? or just writing my name on the signature field would suffice?

Portal 2 email can take around 4-8 weeks or maybe more these days . Once you get Signed ECOPR , your all other permits and visas become invalid. If you haven't got ECOPR but only got portal 1 or 2 email, you are still temporary resident and have to maintain your status.
 
@Miss bee Looking for some advice - I made my application on July 23, 2024 and recieved my PAL on February 11, 2025 which was the last update. When I orginally recieved my AOR on Dec 20, 2024 my GCKey was showing medical as completed (assuming they considered my last medical which was done in July 2021). The tracker also showed a random expiry date for my medical as Jan 10, 2025. After getting my PAL, the medical section in my GCKey tracker started showing as blank with no details mentioned in it whatsoever. Now it it has been more than 5 months since the PAL update and I have not recieved any ADR or P1 or any communication from IRCC. I managed to give them a call last week and they said that nothing further is required from my end, I also pointed out that the medical section is showing up as blank to which the agent on call replied that if a new medical is required the officer will send a request for it. My current PGWP expires in Dec 2025 so I am starting to get worried now. Should I wait this out ? Raise a webfrom ? Try applying through express ? Request GCMS notes ? (For context I am an inland aplicant through the OINP working as an engineer) I have been seeing lot of July applicants get their P1/P2s and even ECOPRs while I have recieved nothing yet. Thanks in advance to everyone who can shed some light on this.

I would raise a webform requesting updates. That call center is normally useless, they basically just read whatever you can see in the profile.
 
I received P1 on June 19 (I replied the same day). On Friday, my COPR status was updated in the tracker. Should I expect P2 in the next couple of days?

If your application tracker shows that it was updated recently but you don’t see any visible changes in either the tracker details or your GCKey account, it could mean a few different things. Often, these “ghost updates” happen when an immigration officer accesses your file without making any visible or substantive updates. It might also occur due to internal system checks or automated processes. While it’s not always a sign of immediate progress, it can sometimes indicate that your file is being reviewed. Since you’ve been waiting for a final decision (FD) for a year, this could be a sign that your application is moving through the final stages

@Miss bee Please can you assist with this? My friend and his spouse applied for PR. He is the primary applicant and is here in Canada (currently on PGWP) but has received his P1. His wife is back in India and has received her eCOPR and sticker visa with December expiry. Can she come to Canada and complete her landing/PR process while my friend (her husband), who is the primary applicant is still waiting for his P2 and eCOPR?

Your advise on this would be greatly appreciated.
