Not sure if everyone here is aware but the submissions for the program have closed. According to their policy they were going to close when 6600 AOR are given out. The portal closed a short while ago so we can assume they reached that mark. They are also going to process all complete applications received before the submissions closed, that is what the policy says. They had only given out AOR until the 3rd of December by the time they closed, with returned applications all the way up to the 5th or 6th of December. With a lot from 28, 29 and 30 still in limbo with no AOR or return. So a lot more AORs still to be given out.

With 6600 AORs in their system and almost a month’s worth of applications untouched, I assume they will easily hit the 11000 people or 3500 approved application mark.

I hope we all have complete applications! I think all of our applications will be processed. I am surprised it took them this long to get 6600 AORs.

Any insight @canuck78 and @scylla? Do you think I interpreted the public policy correctly? 6600 AORs = end of submission? The concerned section is start and end date.

The number of application is 15000 instead of 11000….

I agree. 6,600 AORs will mean that no further applications will be accepted and any applications without AOR will be returned. My thinking is that IRCC has probably received significantly more applications than the cut off on purpose and are expecting a decent percentage of those to be incomplete. I also think that there are compete applications that will get returned since the AOR cap will have been reached.

That means they already had 6600 AORs in the system when they closed submissions. This is the line that makes think, they will process and give out AORs to all complete applications prior to the closure of the submission in spite of crossing the 6600 mark:

"Applications received under the October 5, 2023 public policy will be processed under the revised cap. It may be revoked at any time. All applications received prior to the expiry or revocation of this public policy will be processed under the public policy. "

Am I reading it wrong?

it says rigth at the bottom: It takes effect upon signature and will expire on October 5, 2024, or when 6,600 applications have been accepted for processing by Immigration, Refugees and Citizenship Canada after meeting the requirements of a complete application under section 10 of the Regulations, whichever occurs first.

Yup thats where it says that. 6600 AORs to cover the target of 3500 approved applications (11000 people), seems they have loaded up almost double the required number to meet the target. I would say there are atleast 3000-4000 more applications in their system that they have not even opened yet. I am hoping that they process all of them.

I don't think they've issued 6600 AORs yet. They just know they have enough applications to reach the 6600 and so have cut off new applications.

The last statement you've quoted is irrelevant since they also have the "which happens first" statement that refers to the 6600 AOR.

11000 is the target for this program, the other 4000 is to be given in work permits etc which is not associated with this program, as stated here:

Yes, that is correct. Looks like they might have double or triple the number they require to reach their target. They need to approve 3500 applications, but are looking to give 6600 AORs. The feeling is that they are very close to 6600 AORs already and still probably have 3000-4000 more applications in their system that they have not even touched. So, easily more than 10000 complete applications in their system and their target is only 3500 applications. That is why they closed the program. I am still waiting for my AOR, lets see. I am hopeful.
