No one here can give you an answer based on the LMIA letter.

If they are asking you for money, this is a sign of a scam. If they are offering to pay for your flight or accommodations or food, then this is a scam.

Otherwise impossible for any of us to say without seeing the actual job offer letter. If all you got was the LMIA letter and no job offer letter, that would indicate this is a scam.
