Hi,

I am in a similar position. If you already received a nomination certificate for OINP you have to apply through the Non-EE PNP online as you stated. The nomination certificate won't give points to your EE profile.

Since you have already paid $1,500 for Ontario to process your PNP, might as well submit your federal application now. You have to apply online even if your nomination certificate say you have to apply on paper. Just look up Canada PR Portal on google, you can create an account and fill out forms. This is different from GC Key.

I submitted my federal application on in early January. No update so far, as expected.

This was my thought process when deciding which application to submit:
  • Waiting for a year to get the experience needed does not guarantee me to get an ITA right away.
  • My passport and PGWP could also be expiring when I get an ITA hence making things more complicated.
  • Factoring in the 1 year of work experience needed from now, a few months in the pool, and ~6 months of processing time. The timeline of getting PR by either applying via Non-EE PNP now or EE in the future could be roughly the same.
But do whatever that best suits your situation.

Well no... you're in Newfoundland you lucky bastard. You got approval in 2 months! I'm curious though what it's like to live there as a newcomer. I had originally planned to do my work holiday visa as a holiday starting in Newfoundland, but my head exploded when I saw the prices and lack of accommodation, and how shit the salaries were. You like it there?
The prices aren't even that bad. You can get a 1 bed apartment for $900 + utilities ($50 - $150) a month. It's awesome man. I've been here for years now. If you ever wanna come, just hmu dude.

My application was submitted online portal to CIC on May.26, 2021.
I called IRCC, they told the details of my cases as below:
2022.08.24 got application number
2022.09.06 eligibility passed
2022.09.07 received pre arrival letter
2022.09.10 medical passed
2022.09.13 finger print completed
2022.10.04 criminality check passed
2022.10.07 security check passed

2023.01move to Winnipeg local office

How can I do??
Well, this seems like great news. I know it's not excellent news since you have not received portals and COPR. I am sure you will get them in due course. Was the IRCC call centre able to tell you how long that might take? Also, how long did you have to wait in the IRCC call queue?

They don't know how long it will take, but they said they will leave the note to ask finalize my application, it took 1 hours about phone call

No updates since then, the only thing pending is security as per IRCC. I’m really worried why is it taking so long..
In security check, I read applicant profile is screened by CSIS and CBSA, info sharing with G7 (or G5 countries) for any records etc. In the non-express entry, which is PR beggar's pool, this process is very slow, as the saying goes, beggars cannot be choosers like for the express entry processing speed at this stage. For EE folks though, they too are PR beggars (just like us) but their begging happens right outside the door of the lords, so their screening process is super quick. So don't worry as to why its taking long. I think March folks are very close to the end of begging.

I don't think you should worry about your security taking so long - you know you're not a terrorist or affiliated with some dangerous organization. IRCC and CBSA run checks on all of us the moment we enter the country, or apply as a visitor or on an IEC visa. My security took 1 minute for IRCC to do when I initially applied to come to Canada, so it's not the security that takes so long, it's that the IRCC officer working on our files actually needs to make the request to CSIS and whoever else to get what's called an "NRT" (no recordable trace) finding, which involves doing 1 search on an internal database.

Express Entry candidates get approvals and COPR in a month sometimes, so it's not the security being some long process, its that officers haven't bloody done it.

And see, we got PAL on the same day!! Hopefully in the next week or so we get portal!

Yes, and to give some context to your problem, but not to belittle it, there are beggers like me from November 2021 still waiting for portals. :)

Man, I don't know what else to say.. perhaps beg harder? lol. At times, I think there is pattern to believe that Feb'22 guys are getting decisions so now march will start and so I'm like couple of months away but then again, there are folks like you and some others who are waiting from oct/nov/dec 2021. I imagine I too can very well end up begging for long, long time. I hope the day comes the lords understands that be it non-EE or whatever stream, at-least inland applicant files should just not dragged over an year. When I was outland applicant for WP, my WP application was approved in 4 days. Now that I'm inland and applied for WP Ext, it's been over 4 months and nothing yet. Anyways, I hope you get portal soon.

Will let you know as soon as I know. I'm hoping it's portal and not an ADR.. I became common-law recently and updated my application after AOR, and I think they got my message after PAL. My common-law is Canadian and I sent them a photocopy of her passport with the common-law stat dec, so I hope some doofus at IRCC does not misinterpret this as me needing to add a dependant and all the nasty paperwork along with that.

I don't think you can get to know that security check is complete until a decision is made on the application. So when the approval email comes through, those indicators in the profile when then update with the respective dates they were completed.

OK, so I called IRCC just now, and my assessments are all passed and complete. Eligibility, criminality, info sharing and background is all done - I just have to wait for that elusive portal 1 email. Interestingly, the call centre agent warned me that after the portal 2 email, there is no time specified as to when I should get COPR - so basically, expect COPR delays is what he said without saying it.
