  • Call 1-888-242-2100 between 8am - 4pm in your time zone. You may have to call 10-40 times before getting through.
  • When prompted by the automated attendant, after the lengthy preamble, enter 1-(your UCI number followed by #)-1-1-2-0, OR you can enter 3-2-2-0. If you dial the numbers too quickly (the 2), you can get sent to the 'abuse' line and wait in their queue only to have them tell you to call back on the regular line (or some agents might put you back into the main queue).
  • You may have to go through the above sequence 10 to 40 times (15 minutes to over an hour) or more before getting into the actual queue for an agent, and then you are likely to sit on hold for 30 to 60 minutes, or you may be given the opportunity for a call back. Either way, plan to spend an hour or two just to get through.
  • Please remember that it states upfront on website re: contacting IRCC call centre: "If you have an application in process
  • It appears that a few agents have offered a little additional information to a few callers but they are not required to so don't take offence if you don't learn much more about your status. (I'm not sure everyone in the call centres can see the same screens depending on where they are located.)
  • Call centre agents WILL NOT transfer you to the actual agent/officer working on your file.
  • Personally, so that my call is not a total waste of time, I only call when I have other specific questions that I can't find answers to online, and then I might also ask for a status update with no expectation of any useful information on status.
Thank you so much for such a detailed information

Hi, try through the French line( I do it every time successfully) 888-242-2100, then 1, 2,3,2,2,0. And in 3-10 attempts you will be transferred to real agent line —the waiting time for answers is around 40 minutes. They speak English very good :)
Thank you so much for your info. I will try to connect to them again.

maybe they will issue the damm ecoprs already so that we can move on with our lives
I have heard that there is a huge backlog for virtual landings. So, it will take some time to process Ecopr. That's why you might have seen that there are man people waiting to get portal who have everything passed as well

Temporary public policy for the issuance of permanent resident visas for foreign nationals, who have been refused under the “Temporary Resident to Permanent Resident Pathway”

Background

… Given longer than anticipated processing times and the opening of borders for international travel, it is recognized that applicants who are awaiting a final decision may need to travel outside of Canada. Being outside Canada at the time of decision as the sole reason for the refusal of these applications, is inconsistent with the overall intent, and as such it is desirable to facilitate the issuance of permanent resident visas to these applicants to enable their return to Canada for the purpose of being granted permanent resident status.

Public policy considerations
… The “Temporary Resident to Permanent Resident Pathway” recognized the economic contribution of temporary residents and acknowledges Canada’s ongoing need for skilled immigrants, which has been exacerbated during this exceptional period. While some applicants left Canada during the processing of their applications under this Pathway, their essentials skills and experience continue to be required in the Canadian economy. In addition, this group of applicants have recent ties to Canada and met all the conditions of the “Temporary Resident to Permanent Resident Pathway” other than being in Canada at a specific moment in time. This public policy will facilitate the issuance of permanent residence visas for these applicants who were refused for the sole reason of being outside of Canada at the time of final decision, allowing them to return to Canada and for their skills and talents to contribute to the labour market on a permanent basis.

As such, I hereby establish that, pursuant to my authority under section 25.2 of the Immigration and Refugee Protection Act (Act), there are sufficient public policy considerations that justify an exemption from provisions of the Immigration and Refugee Protection Regulations (Regulations) to foreign nationals who meet the conditions ... Dated at Ottawa, April 21, 2022
Thank you very much for detailed response. It really helps me to relax now and travel peacefully. Really appreciate your response and time given in answering your questions.

Applied- 10 July 2021
AOR- 13 July 2022
Eligibility- Not started
Criminality- In progress
Security- Not started
Info- sharing - completed
I received CBSA notes today.
anyone in same boat who applied around July 10,2021.
I feel like this will stretch to 2 years from the date of application. I am so stressed. Should I apply under express entry I have 1 year and few months left for work permit. Please share your thoughts I am really having hard time waiting and putting life on hold like most of us.Hope for the best.
I applied June 10, 2021, with AOR May 10, 2022. I also received CBSA notes today (applied Oct 25; received Nov 17) indicating Eligibility is passed even though my account says it’s still in review. Info sharing is complete. Criminality & Security are still in process but really they should be done already (I haven’t left Canada since I was 15, not even on vacation so there are no other countries to check with). It might be months yet before PR but I am feeling much more confident now that Eligibility is passed, at least in the notes.

It’s up to you if you want to apply for Express Entry but I think you have lots of time yet and you still have the option to apply for the “OWP under TR to PR” 4 months before your Work permit expires. I think you should try to relax. Also, I read (somewhere on IRCC’s website today, but don’t ask me where—I’ll never find it again ) that they are trying to prioritize 3 backlogged PR lines, one of them being TR to PR. Best wishes.

Does someone know which process takes longest? Thanks
it depends on the officer processing your application, but the longest criteria for me is the criminality check/security check, supposedly eligibility and info sharing don't take a lot of time to process if the immigration officer has all the required document in the file.
for example on my CBSA notes for eligibility it say that all documents are on file. hope that helps.
