Questions about Arrima and RSWP

Hi all,
I've created a profile on Arrima and I am applying for RSWP. I have some doubts about the application and immigration process:-
1. Does paid internship count as work experience ? ( It wasn't required by my university for course completion , I got it through Campus placement)
2. I'm a software engineer and most of the big IT companies have their offices in Ontario. On the other hand , I know french and I have always wanted to live in a French speaking region. So in case I don't get a good paying job in Quebec , I want the option to settle in Ontario. Will it be ethical to apply through EE then settle in Quebec if I get a job there?

I believe internships can count for EE or Quebec immigration, you may have to check a couple more things depending on exact program but should be good i think.

For the other question, ethical or not is debatable, but the truth is that after you get your PR, you can go and live/work wherever you want, and no one can tell you otherwise. You can also apply for Quebec and after PR the next day go to Ontario. If you have a long history of being in Ontario tho, provably it will be much easier if you apply there first. As you can easily prove your intentions of living there.

Thanks for the reply. The thing is that I'm applying for RSWP and it's maybe different for it. I found two conflicting references to internship in the guidelines.

Exact Wording:
For your work experience, the criterion assessed is the duration of employment.
The following jobs are recognized:
Remunerated job posts that you held:
  • full-time;
  • part-time.
Work internships you completed to obtain a diploma:
  • full-time;
  • part-time.)

The experience must have been acquired during the five years preceding the date of extraction from the expression of interest bank for the purposes of the invitation and be based on the duration of employment in a profession within the meaning of the National Occupational Classification, including internships, paid or not, apprenticeships, trainings or specialization leading to a diploma.
