PR for minor as parent is not coming back to Canada

Hi. My niece is only 11 this year. She landed in Canada with her mom in 2011 and has met the 2/5 yr requirement. Her mom wishes to return to China and not come back. This would mean mother will lose PR status.

My question is can my niece remain in Canada without her mother and still renew her PR card after 5 years or will there be challenges? I also read that as a child, if you leave Canada for more than 5 yrs as a child but return to Canada when you are 18 (stating that you were removed from Canada by your parents), Canada will allow you to re-enter as a PR. Is this still true?

Yes she can remain in Canada (assume you are the guardian) or the other option.

If she stays in Canada, her mother or guardian must sign her PR card renewal application but it doesn't say anywhere that her mother can't have lost her PR. Or if she goes with her mother, there is an option for minors removed from Canada by their parents to apply for a TD at age 18 but nobody can say today if that will still be an option 7 years from now.
