Candian PR under FSW rejected-Pls Help

30 yrs old
2 yr 1 month experience under NOC 4131
Total work exp 4 yrs+ but does not fall under 38 professions of NOC
16 pts for the english language
no relative in canada
graduate spouse
no job offer

My Exp Profile:-
1 yr 4 months as English Faculty-NOC 4131-Provided Exp Certificate
3 months as Voice & Accent Trainer-NOC 4131-Provided Exp Cert
6 months as Communication Trainer-NOC 4131-Could not provide Exp Cert
Total Yrs of Exp:- 2 yrs 1 month = 17 points in exp category but granted only 15 points, as exp of 1 yr 7 months considered only.

As an unfortunate consequence,
1) Case rejected on 9th Sep, '09
2) Rejection Letter says- Total points granted to me on the basis of my
application and credential is 65 points, only 15 points in exp category as docs provided didn't substantiate my exp.

Some Facts -
1) My consultants WWlCS cheated on me. Did not provide the right docs to CHC. Did not file my case properly.
2) I;ve arranged for the exp cert. I've written a Reconsideration Email to CHC explaining everythin. Website info says CHC would reply within 28 days. Already 18 days+ but no reply as yet. Am very worried.

My question to you guys is:-

1) Will CHC reply at all?
2) Is there a possibility that CHC might reconsider its decision?
3)If yes, then how much time would it take for a final decision in this regard?
4)In case there is no option of reconsideration then what are my other options?

If anyone out there could help me out asap. Plssssssssss. I am devastated!

As per your case I see the following points
22+10+15+16+4=67, is this right or did i miss something? How are you getting 65 pts?

your other experience, you said it doesnt fall under the 38 job list. what jobs are they. if they are skill type 0, A or B, you will get the points. Points requirement is different from ministerial list requirement.
